SUMMARY
Responsible for obtaining the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. Develops, negotiates, and administers highly complex and high-risk subcontracts, ensuring compliance with supplier cost, schedule, legal, and performance criteria.
ESSENTIAL FUNCTIONS
- Supplier Selection & Development : Selects qualified suppliers and manufacturers, develops new supply sources for high-value, long-lead time, and critically needed parts, materials, equipment, or services. Chairs the quotation / proposal evaluation / selection committee and presents results for management review.
- Material Planning & Analysis : Performs material planning duties related to assigned commodities, including lead-time maintenance, analyzing material requirements, and asset management.
- Supplier Engagement in Development Activities : Supports concurrent engineering efforts by selecting suppliers for cost-effective, producible, and reliable decisions during development activities.
- Proposal & Quotation Management : Solicits and evaluates proposals / quotations from suppliers, negotiates prices and terms, and conducts market surveys and bidder conferences. Assembles pre-award documentation for anticipated subcontracts.
- Negotiation Strategy & Contract Management : Develops negotiation strategies based on cost and pricing data. Leads major contract negotiations and prepares subcontracts, statements of work, and other contractual documents to comply with specifications.
- Supplier Evaluation & Certification : Conducts supplier site visits to evaluate production capabilities, performance, delivery, and other business criteria. May lead supplier certification surveys as part of a technical / quality team.
- Purchase Order Management : Processes purchase requisitions and issues purchase orders accurately reflecting price, schedule, terms, and conditions. Includes international orders and subcontractors with import / export considerations.
- Continuous Improvement : Leads continuous improvement initiatives to enhance internal systems and processes. Recommends actions by analyzing data and making comparative analyses
- Subcontract Administration & Reporting : Administers subcontracts by interpreting terms and provisions. Develops and maintains reporting procedures for subcontractor expenditures and analyzes them against budgeted amounts.
- Professional Development : Maintains professional knowledge through workshops, trade publications, networks, and professional associations.
- Regulatory Compliance : Ensures compliance with federal, state, and aerospace industry regulations and advises management on necessary actions. Adheres to Government / Commercial Practices Manual (GPM / CPM) policies and procedures.
- Consulting & Mentorship : Acts as a consultant to management, sets project goals, and identifies mentoring needs. Provides leadership and training to less experienced employees and contributes to team success.
- Cross-functional Teamwork : Shares knowledge, contributes to project teams, and participates in continuous improvement efforts.
QUALIFICATIONS
o Advanced knowledge of material requirements planning, industry practices, and policies.
o Understanding of complex legal and regulatory requirements related to government procurement or commercial / FAA regulations (DFAR / FAR experience preferred).
o Ability to implement continuous improvement strategies in critical areas.
o Proficiency with standard business software and specialized systems (e.g., EDI, MRP, SAP).
o Strong problem-solving skills, able to address unique and complex issues.
o Excellent communication skills, capable of presenting complex topics persuasively.
o Ability to define problems, analyze data, and establish facts to draw valid conclusions.
o Capable of mentoring team members, setting goals, and providing performance feedback
