The County is currently accepting applications for the position of Substance Use Program Specialist. This is a highly responsible position collecting, analyzing, and interpreting data related to substance use disorders and addiction. This role plays a critical part in informing public health initiatives, identifying trends, and assessing the effectiveness of interventions aimed at addressing substance use within our community: including but not limited to; Engaging in the creation and evaluation of various HOPE programs and projects set forth under the Opioid Settlement MOA and other grant projects, including initiatives such as the Post Overdose Response Team (PORT), Syringe Service Program (SSP), Narcan Distribution, Peer Support Services, community outreach and educational efforts; participating in ongoing research for gathering and analyzing data on substance use. Compile and manage databases containing substance use-related information, such as treatment admissions, overdose occurrences, mortality statistics, and the prevalence of substance use disorders; tasked with the creation and production of data dashboards, reports, and presentations to visually illustrate the progress of HOPE programs and the data collected as a result of the Opioid Settlement MOA and other grant projects. These materials will serve as educational, outreach, and grant reporting purposes; providing ongoing technical assistance, guidance, and support to the HOPE team that is essential for the successful implementation and ongoing advancement of HOPE programs and projects established under the Opioid Settlement MOA and other grants; and performing epidemiological investigations to evaluate the frequency, occurrence, and factors influencing substance use disorders. These studies will analyze trends in substance use methods, emerging substances, and the effectiveness of treatment and recovery approaches.
Requires considerable knowledge of epidemiological research methods and statistical analysis techniques; working knowledge of substance use disorders, addiction treatment modalities, and public health approaches to substance misuse prevention; ability to manage data and analyze software; ability to use Microsoft Office Suite (Word, Excel, PowerPoint), ArcGIS and Google Suites (Google forms, Spreadsheets and Looker Studio); ability to communicate effectively, orally and in writing, with the ability to present complex data in a clear and concise manner; and ability to be detail-oriented with a high level of accuracy in data collection, analysis, and reporting.
Minimum qualifications include a Master's Degree in Epidemiology, Public Health, Biostatistics, or related field or Bachelor’s Degree in Epidemiology, Public Health, Biostatistics or related field and 1 year of related experience; or equivalent combination of education and work experience. Experience with data collection, management, and statistical analysis is desirable but not required. Degree/Coursework must be from an appropriately accredited institution. Valid NC Driver’s license required.
Starting Salary $53,500 - $58,800/annual (commensurate with experience) and excellent benefits package available. Benefits include health, dental, vision, retirement, 401K, flexible spending, paid holidays, employee discounts, and more.
