OPERATIONS MANAGER-FIELD SUPERVISOR

General Summary of the Position:

The Operations Manager-Field Supervisor is an important position in the company. Working closely with the Project Manager and Operations Manager (s), the Operations Manager-Field Supervisor will manage the field operations including all maintenance staff and subcontractors on the project. The Operations Manager will communicate and coordinate with the owner’s field staff to ensure our work is completed on-time, on-budget, meeting quality standards and meets the expectations of the client.

Major Functions of the Job

  1. Responsible for all field operations including managing supervisors.
  2. Develop work plans, budgets, managing staffing, career evaluations, conflict resolution, managing subcontractors, and other supervisory activities as assigned.
  3. Responsible for getting all work completed on time, on budget and with the highest quality of workmanship.
  4. Identification of work to be performed. Includes planning necessary materials, equipment, crew size, and any special MOT or support requirements.
  5. Ensure work is being effectively scheduled to maximize the workday and meet deadlines based on crew availability and location of work.
  6. Productivity of the work being performed. Tracking project production for each activity compared to previous months, project averages, company averages and industry benchmarks.
  7. Communicate with supervisors daily, verifying work is being done according to proper standards and specifications and following company safety policies and MOT plans.
  8. Be familiar with applicable standards and specifications, instructing crews on the proper method and techniques for completing various maintenance activities.
  9. Manage the annual Career Evaluations for direct reports and field staff.
  10. Provide resources and support needed by supervisors including special equipment, tools or materials. Includes coordinating with the Project Manager on leasing equipment the most cost effective way, ordering or stocking materials.
  11. Follow all site safety precautions and procedures and maintain a secure job site to eliminate potential safety hazards.
  12. Safely operate company owned SUV and up to ¾-ton pickup trucks.

Minor Functions of the Job

  1. Coordinate training and development of supervisors and field staff in area of work.
  2. Complete daily logs and perform routine maintenance checks on assigned vehicles: check fluids, air filter, tire pressure, change tire, etc.
  3. Participate in required training.
  4. Be a dependable and reliable member of the team.
  5. Show initiative; seek out work and get the job done without being told.
  6. Communicate clearly with Project Manager and other team members.

Physical Requirements and Environmental Factors

  1. Must be able to work outdoors, including walking in local field terrain in the day/night and in the local climate for up the entire work day.
  2. Must be able to lift at least 50 pounds periodically throughout the work week.
  3. Will ascend/descend structures to perform job duties.
  4. Work safe and independently in vehicle traffic zones.
  5. Ability to work safely in a wide range of environmental and weather conditions (i.e. work in hot, cold or wet conditions for extended periods of time).
  6. Ability to stand for extended periods of time while operating equipment.
  7. Must wear personal protective equipment at all times on job site

Qualifications

  • Associates degree (AA) or five - ten (5-10) years of advanced highway or construction experience
  • Proven experience working in the field as a Supervisor, Superintendent or Project Manager
  • Detailed industry knowledge of highway maintenance and/or of the surface transportation field (design and construction)
  • Understanding of field operations and applicable standards and specifications
  • Proven ability to have a planned and systematic approach to time management, project management, and problem solving
  • Speak, read, write and comprehend the English language
  • Strong communication skills, oral and written skills
  • Strong presentation skills and ability to communicate a message in a clear and precise way
  • Strong negotiation skills
  • Ability to manage conflict resolution in a professional manner
  • Strong HR skills and with genuine interest in the development and success of our employees

Special Position Requirements

This position requires independent and team work under ranging weather and environmental conditions, including high vehicle traffic operations. All employees must adhere to Jorgensen’s safety policy, employment policies, procedures and programs and contribute to the PACT culture.

    • Are your workers compliant with current Jorgensen safety standards?
    • Do you effectively manage workman’s comp claims?

    • What is the overall asset condition in your project?
    • Are contract penalties actively managed?
  • Operational Excellence
    • Are you effectively managing backlog work?
    • Are you providing feedback to the Project Manager about areas where we can save money with more effective management of our resources (fuel purchases, truck selection, vendor used for maintenance, etc.)?
  • JED Program
    • Do you complete Career Evaluations for your direct reports?
    • Are you effectively training and developing the field staff?
  • Documentation
    • Are you ensuring all Daily Work Reports are on-time and accurately?
    • Are all company required forms on-time and accurate?

Work Requirements

Jorgensen operates a 24 hour/7 day a week operation. Work schedules will vary by work load, client requests, location, and emergency conditions. All employees are expected to work various schedules and at times assist with emergency situations and perform on call activities as assigned.
