Position Title: Proposal Manager

Location: Fredericksburg, VA – Partially Remote

Position Summary:

RPI is looking for a Proposal Manager to work closely with the CEO and Senior Director of Business Development to create federal government proposals and provide capture support. This position will work with our business and technical team to lead responses to federal government Requests for Proposals/Quotes (RFP, RFQ). RPI is a small, fun company with a family-like culture and a commitment to excellence. We are looking for a key player who is outgoing, highly collaborative, organized, and committed to continuous learning.

The successful candidate will have federal government proposal experience and must be an excellent communicator, written and verbal. They must have exceptional project management, organizational, and team coordination skills. They must be a quick learner and enjoy working on a team with roll-up-your-sleeves professionals. Advanced Microsoft 360 and Adobe skills, and a desire to learn other applications like robotic process automation and AI tools are required. This position is a hybrid position, allowing some work-from-home.

Key Responsibilities

  • Lead the management and development of proposals, from start to finish
  • Perform detailed analyses of requirements documents (e.g., RFP, RFQ, SOW) and communicate the results
  • Manage proposal team communications and collaboration.
  • Generate proposal plan/schedule, response outlines, compliance matrices, proposal team assignments, kick-off meeting presentations, file storage structure, etc
  • Provide direction and coordinate writing and reviewing. Produce clean and compliant documents for submission
  • Proofread, edit, and format response documents
  • Assist in developing proposal graphics
  • Ensure compliance with RFP requirements, including management, administrative, technical, and formatting.
  • Coordinate pricing volume timelines and requirements
  • File all documents in appropriate folders during and after proposal
  • Assist with business development process documentation and continuous improvement of processes and tools.
  • Provide capture assistance, researching opportunities using industry databases and portals, helping to compile capture documentation, and develop call plans. Participate in business development meetings
  • Keep track of and learn about market and technology trends
  • Be a continuous learner, have a positive can-do attitude, not take themselves too seriously, and be willing to participate in company culture, events, and activities.
  • Be a critical thinker with leadership qualities, confident enough to add the value of different experience and unafraid to make mistakes.

Qualifications

  • Bachelor’s Degree; preferably in a major that requires analysis and significant writing. Experience writing in lieu of a writing/analyzing degree will suffice
  • Five to ten years of experience; four (4) years of federal government proposal experience required
  • High level of attention to detail, communications, writing, formatting, editing, and proofing skills
  • Ability to analyze, understand, and summarize RFP/RFQ requirements
  • Familiarity with federal government databases for opportunities and historical contracting
  • Strong information analysis skills.
  • Strong organizational, time management, and multi-tasking skills
  • Ability to write clearly and concisely
  • Advanced skills in Microsoft Word, PowerPoint, Excel, and SharePoint
  • Intermediate skills in Adobe Acrobat Professional
  • Research and analysis skills
  • Must be a US citizen

  • Generative and analysis artificial intelligence application experience
  • Experience working with technical concepts and documents
