What are the responsibilities and job description for the Human Resource, Payroll & Benefits Specialist position at RSU 26?
Regional School Unit 26 (Orono) has an opening for a full-time Human Resource, Payroll & Benefits Specialist. The successful candidate will be responsible for completing all human resource, payroll and benefit responsibilities as outlined below for RSU 26. RSU 26 consists of 3 schools (Asa Adams Elementary, Orono Middle School and Orono High School) with an average of 225 employees.
Accountability: The HR, Payroll and Benefits Specialist reports to the Business Manager and Superintendent.
Responsibilities for this position include but are not limited to:
- Perform and maintain all aspects of the school district payroll functions, including deductions for withholding tax, MainePERS, social security, life insurance, health insurance, disability insurance, Chapter 403(b) and Chapter 125 plans, and such other salary deductions; Payroll is prepared on a bi-weekly basis
- Prepare payroll warrant for signature by the Superintendent and School Board members
- Prepare and maintains all necessary earning records, deduction records, and similar personnel payment records
- Prepare monthly MainePERS reports, quarterly Federal & State tax reports, federal withholding tax, state withholding tax, FICA, Medicare report on Form 941, annual NEO Staff report, and other HR/payroll/benefit related reports
- Prepare and file all required Federal & State payroll tax returns including W-2s, 941, ACA, unemployment, and Maine State retirement
- Assure compliance with all labor laws, related federal and state regulations, and labor agreements, by monitoring and implementing applicable policies and procedures
- Assist with staff education related to personnel/employment/training/safety/wellness issues
- Ensure the proper maintenance and confidentiality of employee records
- Assist district administration with the hiring process including completion of background checks and certification/CHRC checks, answering applicant questions about salary/benefits, and the issuance of offer letters
- Assist with budget development for payroll and benefits related lines
- Prepare and issue annual individual employment letters of agreement and maintain seniority list, per the collective bargaining agreement
- Coordinate new employee onboarding and orientations; Ensure employees are informed of all pertinent salary & benefit information and are appropriately enrolled in selected benefits
- Enter personnel information for new hires into appropriate systems
- Management of benefit programs, including FMLA, for all employee groups and provide updates/communications of programs offered by the district
- Coordinate of all aspects of Workers Compensation
- Reconciliation of vendor billing related to payroll & benefits
- Prepare for annual external audits for payroll & benefits
- Seek to enhance use and functionality of the accounting, payroll and related technology systems
- Complete volunteer background checks
- Any other duties as may be assigned by the Superintendent or Business Manager
Qualifications:
- Associate's or Bachelor’s degree in Business, Human Resources, Office Administration or related field preferred
- Minimum of 2 years of experience with human resources administration, payroll and benefits
- Excellent organizational/time management skills and attention to detail
- Strong analytical and problem solving skills
- Excellent written and verbal communication skills
- Commitment to the confidential nature of the work performed by the Business Office
- Team oriented attitude and ability to work well with faculty, staff, vendors and others
- Current and valid CHRC - If lacking, hiring will be contingent on obtaining a Maine Department of Education Criminal History Record Check (CHRC)
