This position oversees and directs the work in the Rail Operations Control Center and all field operations.
Essential Duties & Responsibilities
- Coordinate with other departments, ensures customers receive timely information on the status of light rail service through available means of communication.
- Oversight and performance of Leads and Controllers . Conducts performance reviews and holds employees accountable for performance of their responsibilities.
- Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Light Rail operating Rules and Procedures, Employee Guidelines, processes, and procedures.
- Coordinates in implementing operational plans, projects, recovery strategies, schedules, budgets and work force utilization in conjunction with adopting safe rail operations and radio processes and principals for Light Rail service delivery.
- Ensures adherence to the current Collective Bargaining Agreement (CBA) and applies relevant provisions of the CBA in accordance with guidelines.
- Participated in the Investigations or directs the investigation into light rail accidents, incidents, and customer complaints including special attention to public ADA/ADAAA and civil rights related matters.
- Participates and represents the Operations Control Center (OCC) in internal and state audits and assessments.
- Oversees and coordinates operational recovery strategies and after-action reviews subsequent to service disruptions.
- Responds to the scene of events, accidents, or incidents; and may be required to participate in the NIMS/ICS system.
- Oversees the substance abuse program within the division and investigates non-compliance testing situations.
- All job-related duties as assigned
- An Associate's Degree or two years of college level course work in Public Transportation, Engineering or a related field.
- A minimum of three years of experience operating in a Union-represented employee environment in the direct delivery of rail transit service.
- A minimum of three years of experience in the application of seniority system, sick leave policy, workers' compensation policies, etc., as commonly practiced in North American rail transit systems.
- A minimum of two years' experience working as a Rail Controller/Dispatch Supervisor in an rail operation environment.
- Experience in maximizing rail service schedules and a complete understanding of rail service anomalies and service recovery techniques.
- Proficiency in the application of relevant Federal Transportation Administration, Federal Railroad Administration or Colorado Public Utilities Commission regulations and of the North American rail transit operating practices and procedures.
- An understanding of State Safety Oversight concepts and regulations as well as the Americans with Disability the Americans with Disabilities Act (ADA/ADAAA).
- Proficient with Microsoft Office Suite.
- Ability to communicate effectively through verbal and written means.
- Ability to use sound judgment.
- Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
- An equivalent combination of education, experience, knowledge, skills, and abilities.
- While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and vibration. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock; explosives and risk of radiation.
- The noise level in the work environment is usually loud.
