Solicits and awards a wide variety of capital, technical, and non-technical items and materials; and complex Requests for Proposals (RFP) for professional services. Identifies sources, develops solicitations, recommends and/or selects vendors, and initiates Purchase Orders and Contracts for equipment, materials, construction, and services as assigned.

Salary Range: $67,351 - $112,252

Duties & Responsibilities: Essential

DUTIES & RESPONSIBILITIES:

ESSENTIAL:

  • Reviews and analyzes purchase requisitions and collaborates with purchasers regarding requirements, Statement of Work or specifications, and delivery schedule. Recommends method of procurement, changes, and/or substitutions as needed.
  • Opens Invitation for Bids; chairs pre-bid conferences, bid openings, pre-construction conferences, and pre-proposal conferences; and assists project managers in answering questions and clarifying requirements for potential proposers/bidders.
  • Solicits, analyzes, and evaluates quotations, bids and proposals. Develops pre-negotiation strategy and position, conducts negotiations, and prepares contract documents. Recommends or approves the awarding of Contracts or Purchase Orders, and BPOs. Conducts debriefings with unsuccessful proposers.
  • Administers service and capital equipment contracts from date of award through close out.
  • Receives proposals and oversees the technical evaluation committee during evaluation process. Performs price/cost analyses and determines need for pre-award audit or pre-award survey.
  • Responsible for maintaining regulatory knowledge and expertise regarding contracting for the organization to include laws, regulations, and policies pertaining to the procurement process.

QUALIFICATIONS:

  • Bachelor's Degree in Business Administration, Business Management, or a closely related field preferred.
  • A minimum of five years of experience with major responsibility for handling large purchase/contract actions including construction and professional services contracts
  • A minimum of three years of experience working with applicable federal and state procurement laws.
  • Proficiency with contracts, contract procedures, standard provisions, and contractual documents.
  • Strong negotiation skills.
  • Proficient with Microsoft Office Suite and computerized purchasing systems.
  • Ability to communicate effectively, orally, and in writing.
  • Ability to use sound judgment and maintain confidentiality.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
