Position Description:
POM - Tracks Portfolio progress using various project metrics to determine how overall portfolio is performing. Collaborates with USG stakeholders to determine proactive and strategic approach to portfolio management. Directs portfolio activities in coordination with USG to support strategic goals and objectives of the portfolio. Advises Resource and Optimization Cell with portfolio analysis and recommendations for AMP Management and Development of Intigrated Priority List.
Statement of Work Summary:
Portfolio Optimization Manager- Provide planning and project programming support in execution of Portfolio Optimization Management Processes (POMP) in coordination with Requirements and Optimization (R&O) cell of the Operations Flight. Coordinate with real property office on all new space utilization requests, project sitings, and construction/demolition efforts in support of the installation’s five-year construction plan. Manage and continually update five-year construction plan, seek approval for project lists at quarterly Facilities Board meetings, and submit required documents to AFCENT in accordance with the timelines published annually in AFCENT business rules. Work with R&O section, Engineering Flight, other installation units and Government Agencies to translate installation requirements into new construction/demolition projects in the development of the installation’s five-year project development and approval process. Coordinate with R&O cell and other Government entities to translate installation requirements into construction/ demolition projects in the development of the installation’s five-year construction plan. Lead discussions with other USAF units/agencies, other DoD service branches, and key host nation officials to identify necessity and potential impacts regarding new construction and demolition efforts. Be familiar with BUILDER (or PAVER/local Utilities SMS), how to correct and analyze SMS data for developing projects. Become proficient with local CE work order IT systems including IEMS and NextGen IT, become familiar with CE DASH, AFCEC Reach Back Center and other CE support agencies including Rapid Engineer Deployable Heavy Operational Repair Squadron Engineers (RED HORSE).
Please note this position must be US National with Existing Secret Clearance or National Agency Check with Inquiries (NACI) is preferred. Ability to obtain NACI or Secret Clearance is required for all personnel without Active Clearance or NACI record.
