Role Description

This is a full-time hybrid role for a Human Resources Operations Manager at S.T.R.O.N.G. Youth, Inc. The Operations Manager reports to the Executive Director and oversees the day-to-day functions. The Operations Manager will oversee the daily operations of the organization, ensuring efficiency, productivity, and alignment with the organization’s goals. This role includes managing human resources functions, such as recruitment, onboarding, employee relations, and performance management, as well as handling bookkeeping responsibilities, including financial record-keeping, budgeting, and payroll processing. The Operations Manager will support the organization’s growth by optimizing operational processes, managing staff, and ensuring financial accuracy and compliance.


Essential Functions:


Office Operations

  • Provide support and guidance to all staff regarding designated Human Resources disciplines, including, but not limited to, new hire and existing staff administration, performance management and employee relations, policies and procedures, human resources technology, and training and development.  
  • Supervise assigned staff, providing guidance and development opportunities.
  • Ensures that all office equipment and supplies are adequate to satisfy the effective operation of the organization.
  • Continuously seek to improve the quality of outcomes and contributions to the organization. 
  • Recommend methods and approaches to functions that result in streamlined processes, increased efficiencies, and the delivery of information, tools & resources to staff.
  • Coordinate with other departments to ensure seamless communication and workflow.


Recruitment 

  • Manage full-life-cycle recruitment, from job postings, candidate screening, and conducting interviews to developing and implementing creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.
  • Execute a performance management system, including reviewing and updating current and new job descriptions.
  • Ensure hiring, promotion, and compensation practices align with the position and organization.
  • Implement and sustain processes and procedures related to recruitment, including technology, such as potential Applicant Tracking Systems, job boards, social media, and other technological platforms.  


On/Off-boarding 

  • Ensure a pleasant and smooth onboarding process through oversight of the processes, including, but not limited to, new hire documents and internal and external communications.
  • Management of New Hire Orientation and facilitation of HR presentations.
  • Ensure employees are off-boarded appropriately.
  • Conduct & analyze exit interviews and oversee the documentation of results. 


Payroll and Benefits 

  • Prepare and process payroll, ensuring accuracy and compliance with federal and state regulations.
  • Oversight of the information flow related to the processing of payroll-related matters and resolution of payroll-related matters connected to HR functions.
  • Oversee benefits and ensure proper benefit offerings and compliance.
  • Review leave of absence requests, determine employee eligibility, and assist employees and managers in managing their return from leave.


Performance Management & Employee Relations

  • Oversee performance management processes, including conducting performance reviews, setting goals, and developing improvement plans.
  • Handle employee relations, including addressing grievances, conducting investigations, and resolving conflicts.
  • Coach management on performance management, including reviewing documentation 
  • Seek to improve and/or expand upon performance evaluation practices.  
  • Conduct employee investigations as necessary and maintain all applicable documents.
  • Maintain employee records, ensuring all documentation is up-to-date and complies with legal requirements.


Training & Compliance

  • Oversee the coordination of required trainings.
  • Facilitate training for staff regarding human resources/organizational development topics, and others as appropriate. 
  • Participate in audits and ensure employee data is compliant and accurate.
  • Ensure compliance with federal, state, and regulatory laws and/or requirements.
  • Maintain knowledge of trends and changes in Human Resources legislation



Budgeting

  • Performs bookkeeping and finance management tasks utilizing accounting software, such as Quickbooks, Excel or other established software, including analyzing, recording, and posting transactions, bank reconciliation, monitoring bank balances, preparing payroll reports for outside vendors, tracking credit card payments, etc. 
  • Prepares adjusting entries, monthly financial and management reports; analyzes financial reports and cash flows and stays current with matters related to GAAP and FASB; prepares for annual external audit 
  • Coordinate with external accountants or auditors during financial audits or reviews.
  • Produces organizational, program, and funding proposal budgets.
  • Manages insurance policies, vendor contracts, etc.
  • Maintains corporate files and finance and administration policy and procedures.


Other:

  • Participate in and lead as appropriate, employee engagement initiatives, including, but not limited to, employee appreciation days, special events, fundraising, recognition and motivation initiatives and employee surveys.
  • Other duties and/or projects as assigned.


Education:

  • Bachelor’s degree in Business Administration, Operations Management, Human Resources, Accounting, or a related field.
  • A Master’s in the fields mentioned above is highly preferred.


Minimum Experience and Skills Required:

  • Minimum of four years of experience in a similar role
  • Strong understanding of HR practices, labor laws, and financial management principles.
  • Proficiency in accounting software (e.g., QuickBooks), HRIS systems, and Microsoft Office Products.
  • Ability to balance shifting priorities and keep track of multiple tasks and deadlines.
  • Track record gaining trust and establishing credibility.
  • Team player with sensitivity to cultural and personal diversity.
  • Strong problem-solving skills and attention to detail.
  • High level of integrity, confidentiality, and professionalism.


Preferred Qualifications:

  • Experience in a similar industry or non-profit sector.
  • Certification in Human Resources (e.g., SHRM-CP, PHR) or accounting (e.g., CPA, CMA).
  • Familiarity with project management tools and methodologies.


Working Conditions:

The Operations Manager typically works in an office environment in a hybrid in-person/remote model. Flexibility is required to accommodate evening or weekend activities, meetings, or events. This position involves frequent interaction with program staff, school personnel, students, parents, and community partners.
