TITLE: HR Specialist (Consultant)
REPORTS TO: Executive Director
EMPLOYMENT TYPE: Consultant
COMPENSATION: $45- $50 per hour, commensurate with experience
WORK STRUCTURE: Hybrid (mostly remote with occasional office visits)
PRIMARY FUNCTION:
Provides support in the administration of the human resources program by performing duties related to policy and procedures, recruitment, benefits, and employee relations. Maintains all records in accordance with state and federal laws. Advises on the development and implementation of policies and practices that comply with regulations and align with S.T.R.O.N.G. Youth’s mission and values.
S.T.R.O.N.G. is a small but dynamic nonprofit with approximately 14 full-time and part-time program staff members serving Nassau and Suffolk Counties.
The workload is expected to be front-heavy as systems and policies are established. Once foundational structures are in place, the workload should naturally decrease. This role requires a consistent, structured professional to establish policies and processes, but once the foundation is set, the need for continuous, intensive support will lessen without compromising continuity in HR functions.
KEY ROLES (Essential Job Responsibilities):
Implementation of Policy and Procedure
- Collaborate with the Executive Director and Director of Programs to establish and implement HR
policies and procedures.
- Ensure compliance with federal, state, and local regulations, including mandatory annual training.
- Provide information to management to support decision-making on policy issues, employee relations,
staff development, compensation, benefits, and recruitment.
- Identify and evaluate opportunities to improve HR policies, procedures, and programs to enhance staff
performance and organizational efficiency.
- Develop recommendations for policy updates and modifications for the Executive Director’s review.
Recruitment & Staffing
- Assist with recruitment by posting positions, screening applicants, and coordinating interviews with management.
- Maintain an applicant log and communicate with candidates regarding application status.
- Conduct reference checks and employment verifications.
- Schedule new employee orientation and oversee onboarding, including new hire paperwork, benefits enrollment, and employee/intern file development.
- Maintain applicant files and manage hiring documentation.
HR Systems Administration
· Coordinate paperwork and enrollment for benefits, retirement plans, COBRA, Workers’ Compensation, and
Unemployment as needed.
· Facilitate and document bi-annual employee preformance reviews in coordination with management.
· Implement and monitor an employee feedback program.
· Assist with corrective action processes alongside the Director of Programs and Executive Director,
· ensuring proper documentation of actions taken and follow-up measures.
· Conduct and document empoloyee exit interviews.
· Maintain accurate and organized employee files, ensuring all required documents are current.
· Track employee time-off requests and call-outs in the time clock system and calendar.
· Process bi-weekly payroll processing
ADDITIONAL RESPONSIBILITIES:
· Perform other duties as assigned
RELATIONSHIPS:
Internal: Maintain regular contact with S.T.R.O.N.G. staff and management to foster a positive and productive work environment.
External: Build and maintain relationships with insurance brokers, vendors, colleges, and other youth-serving organizations to enhance professional credibility and HR effectiveness.
SKILLS/KNOWLEDGE REQUIRED:
- BA in Human Resources
- Minimum of 5 years of HR administration experience in a nonprofit or youth-serving organization.
- Proficiency in Microsoft Word, Outlook, and Excel.
- Ability to prioritize tasks based on deadlines and guidance from management.
- Excellent oral and written communication skills with the ability to handle sensitive matters
- confidentially.
- Strong organizational skills and attention to detail for managing multiple projects.
- Ability to work independently and collaboratively within a team.
Salary : $45 - $50
