Who We Need
We are seeking a strategic and operational expert in defense contract development and lifecycle management, including subcontracting, to join our team. The ideal candidate will bring a diverse background in various federal contracting methods such as Small Business Innovative Research (SBIR) Phase III, Other Transactional Authority (OTA), Competitive Single Source, and multi-award Government-Wide Acquisition Contracts (GWAC), Indefinite Delivery/Indefinite Quantity (IDIQ), and Multiple Award Schedule (MAS) contracts. This individual will work closely with our Chief Technology Officer (CTO), Chief Growth Officer (CGO), and delivery teams to build and optimize contracting pathways and subcontract structures that support and accelerate Sabel’s strategic growth initiatives.

- Collaborate with the CTO and CGO to achieve mutual growth.
- Cultivate relationships within contracting offices to gain a thorough understanding of Contracting Officer (CO) and client department requirements.
- Partner with Delivery Managers to comprehend customer needs and offer solutions for contracting obstacles or alternatives.
- Establish relationships with GSA COs to understand Department of Defense (DoD) processes and requirements.
- Participate in the identification and pursuit of new contract vehicles.
- Negotiate legal terms and scopes of work to ensure quality assurance.
- Maintain knowledge of SBIR Phase III contract management, including Service Direct Phase III SBIRs and Other Transaction Authorities (OTAs).
- Review proposal documents for compliance with Solicitation Instructions, complete Representations and Certifications, and incorporate contractual risk mitigation language.
- Inform leadership of any contractual concerns identified in proposals and provide recommendations for revisions.
- Manage the relationship with the Customer (Federal) Contracting Officer / Subcontract Administrator to resolve proposal or contract questions and discuss contract modifications.
- Address contract-related issues both internally and externally.
- Provide guidance to teams and liaise with stakeholders.
Job Qualifications
Required Qualifications
- Knowledge of Contract Management Systems and Procurement Systems. Preferably Cobblestone’s Contract Insights.
- Experience working with either Federal government procurements, to include GSA Schedules, GWACS, and MA IDIQ procurements.
- Experience acquiring contracts including SBIRS, OTA, GWAC etc.
- Demonstrated experience in managing multiple contract types (e.g. CPFF, CPIF, CPAF, FFP/LOE, T&M, FFP) and solicitation types (e.g. FAR Parts 8, 15, and 16).

Salary and Benefits
The range for this position is between $180,000 and $220,000. Actual salary will be negotiated with this position’s Hiring Manager and can vary depending on the following factors: Billable contract and labor category, experience, skills, education /certifications/ licenses & geographic location.
