JOB TITLE: Natural Resources Assistant Director DEPARTMENT: Meskwaki Natural Resources


CLASSIFICATION: Exempt


DEFINITION:
Under limited supervision of the Department Director, the Assistant Director supervises the daily operations of the staff and programs of the Department of Natural Resources. Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on eh specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following:


DUTIES AND RESPONSIBILITIES:


  • Assist Director by instructing and training employees, answering questions, and distributing, balancing and checking work; may make suggestions on selection, promotions and reassignments. Identifies daily workplans, materials and equipment resources to meet programmatic needs.
  • Contributes to planning of large projects and works with program staff to schedule large maintenance, repair, and construction activities; prepares bid documents for construction projects, capital improvements, equipment procurement, or repairs which require outside contractors and vendors; coordinates and monitors work of outside contractors to ensure the timeliness and quality of the finished project; maintains communication between department staff and outside contractors or consultants during construction projects; reports progress to the Department Director.
  • Implements, and reviews, or participates in the development, implementation, and review of rules, policies, methods, and techniques, relating to an assigned environmental program area.
  • Reviews various reports, permit applications, or other documents to ensure conformance with departmental rules, policies, and technical standards, program consistency, documents technical inaccuracies and deviations from departmental policy.
  • Performs extensive and detailed grant management for compliance and reporting. Performs grant writing for the purpose of funding environmental programming and initiative.
  • Coordinates and implements environmental surveys and conservation practices on Tribal lands.
  • Assists the department in performing NEPA (National Environmental Policy Act of the US EPA) and Environmental Assessments: CWA Section 401 permitting; Wetland Delineation; all other determined assessments and permitting as it pertains to environmental capacities of the Tribe.
  • Attend training, meeting, and conferences as appropriate to programming.
  • Creates and maintains accurate records of work activities, data and information accumulated for reporting, archival and research requirements.
  • Assist with the coordination of activities of the department with Tribal operations departments and agencies, and with Federal, State and Local government, and other Indian Tribes.
  • Perform "cuff" budgeting for multiple budgets simultaneously.
  • Monitors and coordinates inventory maintenance and supply expenditures; organizes the replacement, preventive maintenance, and repair of all equipment, facilities and vehicles; coordinates those efforts with program staff and other departments.
  • Assists with the management of the Community relations activities of the department; responds to outside inquiries and complaints and takes appropriate action.
  • Acts on behalf of the Director in their absence; performs special projects at the director's discretion.
  • Performs related duties as assigned.

REQUIREMENTS:


  • A Bachelor's Degree with major coursework in conservation, natural resources or a related natural science required. Three (3) years of supervisory experience with an emphasis in natural resources management. Four (4) years of experience in managing field work in conservation practices.
  • An equivalent combination of education and experience in natural resources management.
  • Knowledge of the principles, practices, terminology and techniques of natural science in relation to environmental initiatives and control, and how those are applied in field work.
  • Knowledge of state, federal, tribal and or local environmental control laws, rules and regulations and their application to environmental programs.
  • Knowledge of major conservation practices of Iowa, such as prairie, forest and invasive species management.
  • Knowledge of general agricultural and livestock practices and management.
  • Knowledge of chemicals, their environmental interactions and persistence, and the toxic or hazardous properties of chemicals.
  • Knowledge of hydrogeological, water quality principles, fate and transport of pollutants in groundwater.
  • Knowledge of biological systems and resource management.
  • Knowledge of the use of geographic information systems to organize, display and evaluate information on a relational basis.
  • Knowledge of grant writing and grant program management.
  • Knowledge of budget administration.
  • Ability to develop, read, interpret, and understand environmental control laws, rules and regulations.
  • Ability to prepare and interpret charts, tables, graphs, and maps, and to prepare and present administrative reports of findings and analysis, orally or in written form.
  • Knowledge of Tribal sovereignty and Tribal government functions and structure preferred.
  • Ability to work with Tribes and Federal partner agencies that provide services to the Tribes.
  • Knowledge and proficiency in P.C word processing, spreadsheet, internet, email and general functions of software applications.
  • Ability to operate basic hand and power tools and machinery, such as ATV's and UTV's.
  • Ability to work outdoors in inclement weather of all seasons.
  • Ability to undergo training in the areas of NEPA, Environmental assessment, 401 permitting and wetland delineation.

  • Supervised by the Meskwaki Natural Resources Director


SALARY LEVEL:


  • Annual Salary Range: $63,889.00 - $98,771.00
