Position Summary

The Veterans Student Support and Compliance Specialist (Specialist) at Sacramento States College of Continuing Education (CCE) is a key role responsible for supporting student veterans through their educational journey while ensuring compliance with Veterans Affairs (VA), CSU, and institutional policies. The incumbent will be the primary School Certifying Official for CCE. Under general supervision, the incumbent manages VA benefits communications, verifies veteran eligibility, certifies enrollments, and assists their qualified family members with benefits navigation. Key responsibilities include maintaining and updating VA benefits information on the college website, handling certification submissions, and ensuring accurate and timely benefit disbursements. The incumbent collaborates with internal departments and external agencies to manage records, resolve discrepancies, tracking disbursements, and prepare for compliance audits. The role requires effective coordination with VA representatives, internal teams, and stakeholders to address issues and stay current with regulatory changes.

The incumbent is also tasked with outreach and guidance to military service members, veterans, and their families, providing expert advice on educational benefits and program compliance. The position involves preparing annual VA applications for certification, disseminating policy updates, and using sound judgment to maintain communication networks and support structures.

Additional duties may include coordinating with the State Approving Agency (SAA), managing program compliance, and supporting continuous improvement efforts related to military-affiliated student services.

The incumbent is also responsible for overseeing student financials associated with billings, invoices, payment arrangements and refunds. The incumbent works with students, various state agencies, foreign governments, internal campus departments, program and registration staff, and local businesses for billings. The incumbent must uphold, implement, communicate and enforce federal, state, CSU system, and university policies and regulations.

FLSA :  Exempt (Not eligible for overtime)

Anticipated Hiring Range : $5,276 per month - $6,396 per month

CSU Classification Salary Range : $5,276 per month - $7,517 per month, commensurate with candidate's education, experience, skills, and training.

Minimum Qualifications

Knowledge and Abilities :

The following knowledge and abilities as well as those listed at the lower levels in the Student Services Professional series are required for appointment into this classification. Thorough knowledge of the principles of individual and group behavior. General knowledge of the principles, practices and trends of the Student Services field as well as general knowledge of the policies, procedures and practices of the program area to which assigned; general knowledge of individual counseling techniques; general knowledge, or the ability to rapidly acquire such knowledge, of the organizational procedures and activities of the specific campus to which the position is assigned. Working knowledge of student services programs outside the program to which immediately assigned.

Ability to analyze complex situations accurately and adopt effective courses of action; advise students individually and in groups on complex student-related matters; determine appropriate courses of action and proper techniques to utilize while engaged with individuals in personal interactions of an argumentative or sensitive nature; interpret and evaluate descriptions and explanations of problems brought forward by individuals or student organizations, analyze and define the problem, draw valid conclusions and project consequences of various alternative courses of action; carry out a variety of professionally complex assignments without detailed instructions; and establish and maintain cooperative working relationships with a variety of individuals.

Experience :

Possession of these knowledge and abilities is typically demonstrated through the equivalent of three years of progressively responsible professional student services work experience. One year in the program area to which assigned may be preferred but is not required. A masters degree in Counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. A doctorate degree and the appropriate internship or clinical training in counseling or guidance may be substituted for the three years of experience for positions with a major responsibility for professional career or personal counseling.

Education :

Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate course work in counseling techniques, interviewing, and conflict resolution where such are job-related.

Required Knowledge, Skills, and Abilities :

  • Progressively responsible experience in academic advising, enrollment management, program management, or a related field within higher education.
  • Proven ability to guide students in using their VA benefits and enrollment processes and provide clear, accurate academic and benefits advisement.
  • Proven ability to deliver exceptional customer service by effectively managing interactions, resolving complex issues, and addressing diverse needs with empathy and professionalism. Demonstrated experience in handling sensitive or challenging situations with tact, providing clear and accurate information, and ensuring a positive experience for students and stakeholders.
  • Strong interpersonal skills in conveying complex information effectively to diverse audiences, including experience in creating and delivering presentations.
  • Experience with databases for tracking student data and managing enrollment certifications.
  • Ability to manage and support compliance audits and interpret policies for improvements.
  • Skilled in analyzing problems, developing solutions, and making recommendations.
  • Ability to learn new software quickly and use office technology effectively for reporting and data analysis.
  • Demonstrated ability to manage multiple tasks and work independently while being an effective team member.

    16. Experience with Common Management System (CMS); Microsoft 365; Continuity Spectrum / 2000 (C2K), CVent, CashNet, Smart Pay and Customer Relations Management (CRM).
