SUMMARY
Directs and coordinates human resources activities such as employment, compensation, employee relations, benefits, payroll, retirement, workers compensation, training and development, policies and employee services. Advises on employment termination proposals.

ESSENTIAL DUTIES and RESPONSIBILITIES include the following:

  • Manages the credit union’s Salary Administration Program. Analyzes wage and salary reports and data to determine competitive compensation strategy and policy focused on attracting and retaining quality employees.
  • Defines initial screening process of potential applicants, and posts position openings through external and internal sources as applicable. Completes initial screening including credit checks. Maintains records on those applicants interviewed.
  • As needed, writes directives advising department managers of credit union’s policy regarding employment, compensation, and employee benefits, as well as the credit union’s responsibility under the Fair Labor Standards Act, Workman’s compensation, Occupational Health and Safety Act, Americans With Disabilities Act, and other Federal, State, and local regulations respecting employment and employment practices.
  • Conducts new employee orientation sessions, and performs transfer and exit interviews for employees.
  • Responsible for providing training identified by Managers and Supervisors and through periodic training needs evaluations. Supervises the Learning & Development Manager, ensuring an annual training calendar is developed to support identified training needs including Teller training, MSR and Loan Training, and Sales training.
  • Oversees initiation, analysis, maintenance, and communication of records required by regulation or local governing bodies, or other departments in the organization. Examples are: Payroll, Pension, Workers Comp., Personnel Policies, appropriate employment applications and supporting records, position descriptions, and other compliance requirements and those considered sound business practice.
  • Manages or participates in management of any ancillary compensation and benefit programs such as Employee Incentive Plans, Bonus Plans, and non-standard benefits.
  • Manages the payroll process, ensuring the accurate and timely payment of salaries.
  • Manages retirement program to include 401(k) and 457b. Ensures the education on investing in the portfolio options is conducted prior to plan entry date.
  • Oversees the Workers Compensation program, ensuring compliance with mandated provisions and that required reporting, follow up and records are completed in a timely manner.
  • Other duties may be assigned.

PERFORMANCE STANDARDS
Maintains all human resources functions, reports, records, compliance requirements, in an up-to-date and timely manner. Assists management to maintain a fully functioning human resource complement.

QUALIFICATIONS

Regulatory Requirements: Your position has specific procedures that must be followed to comply with Privacy Act, Office of Foreign Assets Control (OFAC), and Bank Secrecy/Patriot Act. You will receive annual training to keep you current on any changes to these policies/procedures to assure compliance. Failure to comply with procedures may cause termination of your position as well as possible monetary penalties from the federal regulatory agency.

EDUCATION and/or EXPERIENCE:
A Bachelor's Degree in Business or Human Resources, plus at least five (5) years of experience in the Human Resource field, including expertise in compensation, benefits, administration and compliance. Requires the ability to lead and supervise others. Ability to communicate verbally and in writing with others is essential.
