Client is seeking an IT Business Systems Analyst for a position in Raleigh, NC.
Primary Purpose of the Organizational Unit: The Clinet, in collaboration with our partners, protects the health and safety of all North Carolinians and provides essential human services. The primary purpose of the Human Services Business Information & Analytics Office (HSBIA) is to deliver key data insights required for internal operations internally and compliance/regulatory requirements externally. This office supports the Deputy Secretary for Human Services, Assistant Secretary for County Operations, Senior Director for Child, Adult, and Family Services, and other Human Services programmatic staff to define and deliver the technology vision, mission, and strategy to meet and anticipate human services business needs. This office partners closely with Technology, the Client Services Data Warehouse (CSDW), and the Information Technology Division at large to develop and advise on business requirements, manage data analysis and business intelligence projects, inform project schedules, and support general services for technology platforms used by business units within human services. In addition, the HSBIO interfaces with local County officials, shared service providers, and third-party vendors to ensure technology services are delivered according to business needs and defined operational agreements.
Primary Purpose of the Position: The purpose of this position is to provide business analysis and system analysis support to systems used for the administration of Human Services programs, specifically Child Welfare.
The position provides subject matter expertise in the program area of child welfare and provides knowledge and experience in the direct delivery of services and benefits. With this background, the Business Systems Analyst helps establish functional system analysis, policy support, and enforcement criteria and sets priorities related to the programs for a child welfare case management system, including stakeholder priorities and requests.
The role of this position may include, but is not limited to, leading and/or participating in requirement-gathering sessions, developing requirements, system review and test, functional design, develop process flows, review training materials and user guides, and process engineering for phases of the software development lifecycle. Process engineering may include recommending changes to policies and procedures, troubleshooting business problems and recommending solutions, or assessing the impact on business processes with clients as new applications systems are designed and developed.
This position requires developing and maintaining relationships in a matrix environment, as well as communications, to clarify statutory, policy, procedures, and requirements related to the program area(s) with the client agencies of the State, stakeholder vendors, development team members dedicated to work on applications for the assigned program areas, and management. The employee performs other related work as required.
Description of Work:
60% Analysis, Requirements Development, and Support:
Work with stakeholder clients as new application systems are designed and developed to gather requirements and perform business procedures/process engineering to improve design.
Analyzing the functionality of the software modules in production or comparison with appropriate existing benefit delivery and service provision procedures.
Review and approval of Functional and Detail Design Documents as assigned.
Complete functional Designs as assigned. Document modifications to system functionality or naming conventions based on knowledge and collaboration with other users and business team members.
Assist in the development of change requests as needed. This includes requirements gathering, triage, and assisting with priority.
Lead and/or participate in design sessions to establish new functionality and solve problems identified in regular operations and maintenance.
Recommending modifications of system functionality through knowledge of current procedures, rules, and regulations based on experience and expertise working with the programs.
Assisting with troubleshooting/diagnosing case/application problems in production by providing clarification and support regarding problems with coverage/ benefits for individuals and helping diagnose and fix problems with benefits and system-generated notices.
May provide support to the help desk in the resolution of end-user concerns statewide. This includes but is not limited to assigned tickets.
Assisting with system functionality questions based on experience and expertise working with the programs.
Resolving problems in the use of the system through knowledge of the procedures and business functions in the program areas and based on experience and expertise working with the programs.
Communicate clearly through design sessions, requirements documentation, change management requests, and issues and risks documentation.
20% Coordination and Collaboration
Worked as part of a group developing the requirements, documentation, guidelines, and instructions associated with the application.
Lead and/or participate in assigned meetings, including but not limited to requirement gathering, status, triage, defect, and deployment meetings.
Lead and/or participate in meetings or conference calls with stakeholders, end users, auditors, and Federal Partners as assigned.
Review documentation provided to automation/database personnel who design the automation to support business functions defined in the requirements and to users who determine whether automation needs are being met.
Communicate effectively with internal and external entities, including stakeholders, regarding functional components and requirements.
Ensure timely communication with team management on any potential issues.
Communicate goals, processes, and procedures to representatives with varied skill sets (business staff, technicians, managers, etc.).
Mentor, share knowledge and experience gained.
15% Quality Assurance, Security, and Compliance:
Resolves problems through knowledge or coordination with the development team.
Document modifications to business process requirements, system functionality, or naming conventions based on knowledge and collaboration with other users and business team members.
Performs User Acceptance Testing and reports defects/issues through the appropriate tool for remediation and testing until the cycle is complete and the application is released to production.
Ensure security measures are followed as data stewards in support of all applications and the Federal, State, and Department privacy and security polices, and standards are being enforced.
May assist with deployment and conversion activities.
Reviewing documentation provided to automation/database personnel who design the automation to support business functions defined in the requirements and to stakeholders who determine whether automation needs are being met.

Competencies, Knowledge, Skills, and Abilities Required in this Position: This position requires thorough business knowledge of the statutes, policies, procedures, and current automation systems related to Child Welfare. The employee should have Child Welfare experience and demonstrate considerable knowledge and skill in navigating and evaluating system functionality based on strong program knowledge and expertise. This experience provides the basis to step into a role that requires the ability to transfer knowledge and other important or relevant information, including problem-solving to stakeholders, end users, and project team members, as well as interpreting clients business needs and translating them into application and operational requirements. The employee must have general knowledge of statistical procedures, accounting procedures, and reporting. The employee must be familiar with the design, implementation, and management of data collection, analysis, and reporting systems for the assigned programs. The employee must be a team player, work well on their initiative with minimal supervision and have excellent communication skills to interact with developers, systems professionals, computer operations staff, policy decision-makers, non-technical clients, and end users to solve technical problems that impede or delay the processing of data, as well as understanding business requirements and translating them into specific software requirements. The employee may, on occasion, also train, direct, and coordinate the work of other staff members. The ability to establish and maintain effective working relationships, communicate effectively, and share knowledge and experience to reach common goals is a critical aspect of working as part of a large project team.
Key Child Welfare Areas of Subject Matter Expertise may include: CPS In Home Services, Permanency Planning, ICPC, Foster Home/Group Home Licensure, and Child Welfare Data (including but not limited to AFCARS).
