General Definition of Work:
Performs difficult administrative work providing overall leadership on all community health initiatives of the
department, directing staff and making improvement to programmatic operations, ensuring and evaluating program
requirements and practices to ensure compliance, and related work as apparent or assigned. Work is performed under
the general direction of the Health Officer. Divisional supervision is exercised over assigned personnel.


Essential Functions:

  • Provides overall leadership for all community health services provided at the department, including program
evaluation and application of quality improvement methodologies for process improvement.
  • Directs staff and makes program improvements to meet client and stakeholder needs including staffing patterns
needed to build public health system capacity for the Saginaw community. Facilitates and develops contractual
agreements between the agency and independent contractors providing services for the division.
  • Manages Community Health Division of the department and all assigned staffing, provides recommendations on
new hires, disciplinary actions, promotions/demotions, suspensions, and terminations; trains, assigns and
instructs staff; completes performance evaluations and job counsels and coaches direct reports; develops staff
through educational conferences and works with staff on professional develoment goals.
  • Assists in the diretion of public health services as part of an executive team, provides leadership in the
determination, implementation, and monitoring of divisonal goals including the establishsment of departmental
and public health policies that affect the community's health of Saginaw County residents.
  • Oversees community driven strategic planning of the County's Community Health Assessment (CHA) and
Community Health Improvement Plan (CHIP) in close connection with staff, the Health Officer and the BWell
Partner Coalition members. Directly responsible for all CHA/CHIP work to the Health Officer, Board of Health,
Board of Commissioners, BWell Saginaw Partner Coalition, and community stakeholders.
  • Provides executitive level leadership with stakeholder engagement for community health initiatives, like BWell
Saginaw, and serves alongside the Health Officer as the chief health strategist to improve health outcomes for
Saginaw County residents.
  • Reviews and interprets publications, legislation, evidence based interventions/programs, and other documents to
remain current on public health matters that affect the division. Performs and directs research-driven initiatives
funded by grants to inform evidence base in public health where applicable. Overssee grant writing and
management for the department.
  • Evaluates all responsible programs to ensure compliance with federal and state mandates, accreditation
standards, and labor contracts; develops, reviews and submits reports to federal, state, and local entities as
applicable or required.
  • Provides policy development internally for public health programs and externally for public health impacts.
Advises on policy implications and recommends needed changes to the Health Officer and Board of Health for
consideration.
  • Prepares divisional budget reccomendations for the Health Officer; works with the Accounting Supervisor on
budget development and long term financial planning for the division; responsible for all divisonal budget
monitoring, reporting, and fiscal assurance annually.
  • Performs divisional strategic planning in aligment with the executive team and the department's mission, vision,
and strategic priorities both long and short term.
  • Oversees all aspects of the Department’s emergency response planning, staff and evaluation of emergency plans
and response. Directs and evaluates all department health promotions activities to support community health
priorities and outreach.
  • Provides direction and leadership for all community health programs, community focused interventions through
divisional work including school programming.
  • Represents the department with national, state, and local representatives to collaborative and coordinate public
health services to promote efficient and effective public health systems. Ensures the coordination of learning
experiences with students from educational institutions.
  • Serves as the Health Officer desingee, at the discretion of the Health Officer, for matters related to community
health, strategic planning, and health improvement work as assigned.


Minimum Qualifications:
Education: Master’s Degree in Public Health or related field.
Experience: Three (3) plus years professional experience in public health including health assessments and improvement
planning, community and stakeholder engagement, and policy development or equivalent combination of education and
experience.
Comprehensive knowledge of related industry, organization and department policies, practices and procedures and legal
guides, recommendations, best practices ordinances and laws. Thorough knowledge of evidence based public health
interventions as published in peer review scientific journals. Comprehensive ability to prepare budget documents,
primary and secondary raw and aggregate public health data, public health reports, letters and correspondent, trend
graph, flow charts and other data analytic tools and to review time sheets and approvals. Exceptional communication
skills. Comprehensive ability to utilize standard office equipment and computer software as well as thorough ability to
use standard accounting software. Ability to make arithmetic computations using whole numbers, fractions, and
decimals. Ability to compute rates, ratios and percentages and to understand and apply governmental accounting
practices in maintenance of financial records. Ability to perform statistical analysis using standard deviations, p-factors,
and other statistical equations.
Preferred Experience: Experience in community engagement model implementation, coalition building, and exceptional
communication skills.
Special Requirements:

✓ Ability to acquire specific program agency certifications as needed.
✓ Valid driver’s license in the State of Michigan upon hire.
