We are seeking a highly motivated IT Project Technical Lead to join our National Intelligence Program supporting the development, operations and maintenance, and modernization of a complex, hybrid on-premises and cloud enterprise IT environment. As the IT Project Technical Lead, you will provide technical leadership for projects providing analytic and software capabilities to include data visualization tools, cross domain capabilities, data ingestions, extraction, and modeling, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, application development, and DevSecOps. You will lead agile, fast paced team focused on increasing data throughput, integrity, security, as well as availability of enterprise software solutions. This position is in Chantilly, VA.

*This contract is expected to be awarded in early 2025.

Responsibilities include:
  • Manage Agile development activities (specifically Scrum) for one or more projects within the SAFe framework, oversee large requirements gathering tasks with internal stakeholders and the client, identify opportunities for follow-on business that bring additional value to the client (customer success), i.e. follow-on engagement opportunities include additional services engagements, creating change orders when additional work required outside the original contracted scope of the project.
  • Coordinate with cross-functional teams, including software developers, systems engineers, system administrators, testers, cybersecurity experts, data scientists, and other relevant stakeholders to deliver comprehensive solutions.
  • Work within a DevSecOps Operations & Maintenance (O&M) and development environments, integrating security practices into operational processes and ensuring the continuous delivery and maintenance of secure and efficient systems, and implementing innovative modernization of operational systems.
  • Use thought leadership and understand the clients future to design and architect solutions using leading edge technologies.
  • Become the subject matter expert and drive the product roadmap with the clients.
  • Experience with Business Blueprints, architectural methods, component-based development, and integration of Commercial-Off-The-Shelf (COTS) components.
  • Reviews project artifacts, solution designs, cost estimates, workload sizings, and project deliverables from members of the agile team.
  • Establishes and maintains productive working relationships with third party companies/vendors/subcontractors and presents technology.
  • Providing technical/management leadership on major tasks or technology assignments by proposing relevant solutions.
  • Establishing goals, plans and, roadmaps that meet project objectives for quarterly SAFe Program Increments.
  • Leading analysis, design and new construction of next generation IT hardware and software systems.
  • Understanding of customer needs and the realities of commercially available IT/hardware products and creating requirements that will allow implementation by the architecture and engineering team and COTS products.
  • Manage multiple solution offerings with long term vision for system enhancement, consolidation, integration, and operations & maintenance (O&M).
  • Resolve customer complaints to the full satisfaction of the customer.
  • Maintain clear and consistent communication with stakeholders, providing regular updates on project status, risks, and milestones.
  • Identify and mitigate risks associated with technical projects, ensuring successful delivery of solutions.
  • Maintain comprehensive project documentation and generate regular reports to track progress and outcomes.
  • Perform process analysis, process improvement and monitor/control processes.
  • Demonstrated ability to quickly ramp up to support customer's needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems.
  • Respond resourcefully to new demands and challenges.

Qualifications

Required :
  • Active TS/SCI with polygraph clearance
  • Bachelor's degree in a technical field of study with a minimum of 12 years of overall experience (or Master's degree equivalent)
  • 6 years' experience in leading multi-disciplinary teams to provide development, modernization, and operations & maintenance support to multiple enterprise systems and services.
  • Familiarity with high-performance network infrastructure that supports data-heavy analytic and software applications
  • Strong analytical and problem-solving abilities, able to address complex networking challenges
  • Excellent written and oral communication skills, with the ability to articulate technical concepts to non-technical stakeholders
  • Demonstrated experience supporting complex, large Enterprise IT programs that include Service Delivery, Agile development, and DevSecOps
  • Excellent analytical and problem-solving skills
  • Strong organizational skills with the ability to manage multiple tasks and prioritize work accordingly
  • Strong understanding of governance frameworks and best practices
  • Comprehensive and thorough knowledge of: Best practices Studies, Business Case Analysis, Creative Problem Solving, Decision Briefing, Project Management Processes, Project Activity Implementation, and Risk Management, Strategic Planning
  • Experience managing or leading an Agile Scrum Team in a SAFe framework
  • Technical working knowledge of system integration, network administration, software development, data analysis, or cybersecurity
  • Ability to exercise good judgement when responding to clients and evaluating priorities with competing objective

Desired :
  • Knowledgeable of various cloud services to include Infrastructure as a Service, Platform as a Service, Software as a Service
  • Professional certifications such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect Expert, or Google Cloud Professional Architect are highly desired
  • Knowledge of: Change management, Facilitation, Organizational Assessment, Process Modeling, Business Planning, Business Process Reengineering, Consensus Building, Organizational Restructure, Design, and Implementation, Project Management Processes, Data Modeling, and Benchmarking/metrics
  • Demonstrated ability to quickly ramp up to support customer's needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems
  • Certifications: PMP, Lean Six Sigma, Agile Scrum Master, CSM, SAFe, ITIL, etc.
