DIRECTOR OF ADMINISTRATIVE SERVICES
GENERAL DEFINITION AND CONDITIONS OF WORK :
Performs complex professional and administrative work planning, organizing, directing and supervising the staff and programs of the City schools; does related work as required. Work is performed under the general supervision of the Superintendent of Schools. Supervision is exercised over assigned staff. This is an exempt position as defined by the Fair Labor Standards Act. Employees holding exempt positions often are required to follow a flexible work schedule, which may include working extended hours to meet specific job responsibilities. The contracted salary covers all hours worked.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS / TYPICAL TASKS :
Planning, directing, administering, implementing and supervising operational support services including transportation, child nutrition, building, grounds and equipment maintenance and custodial services; directing, planning and organizing the development, implementation and coordination of curriculum and programs assisting with the general administration of the school division. - Assists in the development, installation and administration of annual budgets;
- Oversees staffing and supply needs for system-wide custodial, transportation, maintenance and food service operations;
- Coordinates the preparation of bid specifications and competitive procurement of materials, supplies and services;
- Supervises the receipt, storage and disbursement of materials, textbooks, and supplies;
- Oversees fleet maintenance, including records, and the school assignment and transportation of students;
- Oversees cafeteria and food service operations;
- Oversees and monitors system emergency procedures, hazardous materials, asbestos, Freon, radon, potable and wastewater testing and management programs;
- Works collaboratively with central office personnel and building administrators on school safety and crisis management plans;
- Monitors all assigned activities for full compliance with local, State and Federal regulations;
- Oversees school construction activities working with architects and contractors;
- Assists in the preparation and administration of the capital improvement budget;
- Coordinates activities with general administration and school site management;
- Chairs the disciplinary review committee;
- Communicates building maintenance needs to City maintenance staff;
- Tracks and manages building maintenance needs completion in cooperation with the Assistant Superintendent and the Supervisor of Data Management;
- Assists in recruiting, interviewing, selecting, monitoring, evaluating and training school staff;
- Maintains current knowledge of development, materials and techniques in instructional development in education;
- Facilitates changes to School Board policies and attends related conferences;
- Works collaboratively with central office personnel and building administrators on district wide systems of tiered student supports;
- Works collaboratively with central office personnel and building administrators on districtwide student attendance;
- Oversees non-resident application process and student residency;
- Coordinates and supervises student pledge program;
- Oversees and collaboratively works with vendors / companies that provide contractual services;
- Prepares appropriate correspondence, attends staff, School Board and other meetings;
- Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES :
Comprehensive knowledge of custodial, building maintenance, cafeteria and transportation services and procedures; Comprehensive knowledge of the development of curriculum, instructional objectives and in-service programs; comprehensive knowledge of the principles, practices and procedures of school administration; ability to develop and present ideas effectively, orally and in written form; ability to establish and maintain effective working relationships with school and administrative staff, state officials, the School Board and the general public.
EDUCATION AND EXPERIENCE :
Any combination of education and experience equivalent to postgraduate professional certification with an administration endorsement and extensive experience as an administrator. Experience as a school principal is preferred.
SPECIAL REQUIREMENTS :
Possession of or ability to acquire appropriate license(s), certificate(s) and / or endorsement(s) for position as required by the Commonwealth of Virginia and School Board.
