Position Summary
The Specialist has an in-depth knowledge of state, local, and federal guidelines and regulations for compliance,
eligibility and reporting in the administration of special revenue funds. Provide support to program managers and
administrators in the administration, compliance, and reporting areas of the awarded grants. Prepare
reimbursement required report elements to ensure reimbursement of funds is in compliance with awarded grants.
Communicates with grant agencies and District staff to provide assistance in program
implementation/administration. Ability to solve complex problems and work independently with minimal
guidance is essential. Act as a resource for colleagues with less experience.
Essential Functions / Key Responsibilities
1. Prepares budget templates, reports, grant applications, amendments, and compliance reports. Prepares
other department reports upon request.
2. Provides information and guidance to District staff regarding proper use of funds.
3. Provides guidance pertaining to District federal budgets and ensures staffing units are aligned with
approved grant applications to include reconciliations & facilitating payroll changes; provides budgetary
support as necessary; oversees the monitoring of grant balances and expenditures to ensure timely
utilization of funds and preclude loss of unexpended funds and excess carryover.
4. Reviews the accuracy of budgets and adjustments ensuring budget compliance per state, federal, and
local guidelines.
5. Prepares required department reports and budget change requests.
6. Participates in staff development activities that improve job-related skills and professional growth.
7. Prepares monthly expenditure drawdowns and other required Department of Education financial reports;
compiles, maintains and analyzes financial and budgetary data for all reporting purposes; provides
guidance to District staff on the proper use of program funds.
8. Performs other related duties as assigned within the appropriate skill and experience capabilities
expected for this position.
Minimum Requirements
- High School diploma or GED equivalent recognized by the Texas Education Agency or a regional
- 3 years of professional experience in governmental accounting, finance, or a related function, and
o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing, and Performance Managing employees or teams

Preferred Requirements
- 3 years progressive experience in one or more of the functional areas of Financial Services Payroll,
business/financial office environment.
- 7 years progressive experience in one or more of the functional areas of Financial Services Payroll,
business/financial office environment.
Knowledge, Skills & Abilities
• Knowledgeable of Finance policies and funding guidelines and regulations pertaining to federal, state,
local, and philanthropic special revenues. Proficient in payroll, accounts payable, budget, procurement,
and finance.
- Effective communication skills, both oral and written, with diverse groups of individuals utilizing tact and
