SALARY: $6,523.00 to $7,946.00 Monthly (Range 86)
LENGTH OF SERVICE: 260 Days/12 Months per Year

POSITION DESCRIPTION
The Specialist - SMAA (School-based Medi-Cal Administrative Activities) assists in the organization and oversight of the Local Educational Consortium (Region 10) SMAA program in direct position with the Department of Health Care Services (DHCS) to organize, implement, and monitor the day-to-day activities associated with a regional system for claiming Medi-Cal reimbursement for eligible administrative activities. This position performs complex and technical processes with over 70 school districts in 4 different counties and performs specialized fiscal and programmatic transactions associated with the SMAA program.
ESSENTIAL JOB FUNCTIONS
- Assists the SMAA Manager and other Specialists – SMAA, in the administration of the Local Education Consortium SMAA program;
- Provides knowledge and understanding of the SMAA program, Local Education Agency Billing Option Program (LEA BOP), and Children and Youth Behavioral Health Initiative (CYBHI) to successfully advise school districts of the program integration within RMTS (Random Moment Time Survey);
- Provides on-going support to internal and external school district staff to ensure compliance and implementation of the SMAA program;
- Supports in the coordination of the dissemination of SMAA policies and procedures to local educational agencies;
- Supports in the coordination of facilities, audio/visual equipment, and related support services for assigned SMAA events;
- Conducts training presentations;
- Attends and participates in regional SMAA meetings including webinars and trainings;
- Performs specialized and complex fiscal and auditing duties related to financial transactions;
- Develops and maintains data and web-based software platforms, MS Excel spreadsheets, and workbooks, files, records, reports, agendas, presentation information, training documentation, and other forms of correspondence;
- Tracks all required information for participating school districts;
- Monitors and analyzes contracts, financial data, student data, regulations, and reports;
- Reviews RMTS quarterly and performs audits of the SMAA program operational plans;
- Prepares, maintains, and submits detailed quarterly invoices and yearly Vendor Fee Worksheets to DHCS;
- Reconciles receipt of quarterly reimbursement funding and distribution of funds;
- Processes requisitions and financial transactions;
- Performs related duties as assigned.
JOB REQUIREMENTS
Experience performing specialized and complex accounting and/or budgeting procedures with the Medi-Cal program or the SMAA program; facilitating trainings/workshops; developing, organizing, and maintaining data and web-based software platforms, MS Excel spreadsheets, and workbooks;
Skill in the performance of mathematical calculations; operation of computer software applications; reconciling and processing financial transactions; preparation of MS Excel spreadsheets and workbooks;
Knowledge of Medi-Cal policies, regulations, and guidelines, RMTS; general office procedures and fiscal processes; English grammar and usage; budgeting, billing, and invoice processes;
Ability to maintain confidentiality, exercise sound judgment; problem-solve; think critically; organize efficiently; work accurately and independently; communicate effectively and promptly in verbal and written form; work effectively with a variety of individuals and groups; maintain accurate records; take initiative; travel to various locations; work under strict deadlines;
Physical Abilities include sitting for extended periods, reaching, fine manual dexterity, pulling, talking/hearing, and near and far visual acuity/depth perception/color vision/field of vision.
MINIMUM QUALIFICATIONS
- Three (3) years experience performing specialized and complex accounting and/or budget procedures with the Medi-Cal program;
- Two (2) years experience processing financial transactions (i.e., requisitions, invoices);
- Two (2) years experience creating and managing data and web-based software platforms, MS Excel spreadsheets, and workbooks;
- Two (2) years experience organizing and facilitating workshops;
- Two (2) years experience training small or large groups;
- Possession of a high school diploma (or its equivalency) or higher or possession of a GED.
DESIRED QUALIFICATIONS
- Experience working with the SMAA program or the LEA BOP;
- One (1) year experience in working in RMTS;
- One (1) year experience working with DHCS;
- One (1) year experience in California school district or County Office of Education;
- Trained in HIPAA and FERPA.
