What are the responsibilities and job description for the Housing Grant Analyst I - Homeless Services position at San Bernardino County?
The Office of Homeless Services (OHS) is recruiting for a Housing Grant Analyst I* who will work directly with local community providers to monitor, review, and ensure compliance with programs receiving funding from the Homeless Housing, Assistance, and Prevention (HHAP), Emergency Solutions Grant (ESG), and other state funding. This position will involve reviewing claims, providing technical assistance, and performing yearly program monitoring for assigned providers. The incumbent will also be responsible for processing budget modifications and recommending necessary adjustments to ensure compliance and effectiveness of the funded programs.
Duties may include but are not limited to:
- Reviewing and processing claims from local community providers receiving HHAP, ESG, and state funding, ensuring compliance with funding requirements.
- Providing technical assistance and guidance to community providers regarding program operations, eligibility, reporting, and claims processing.
- Conducting yearly program monitoring for providers to assess performance, identify issues, and ensure compliance with contractual and funding terms.
- Processing budget modifications for programs as necessary and providing recommendations for financial adjustments to improve program efficiency.
- Preparing and presenting reports summarizing findings from provider monitoring and claims reviews.
- Assisting providers with resolving issues related to program implementation and claims submissions, ensuring smooth operations.
- Maintaining up-to-date records on funding utilization and compliance for assigned providers.
- Collaborating with other departments and stakeholders to ensure accurate reporting.

Option 1: | EDUCATION: A bachelor's degree from an accredited institution* in behavioral/social science, business/public administration, accounting/finance, or a closely related field. Note: Degree information including field of study must be clearly indicated in the Education section of the application. -AND- EXPERIENCE: One (1) year of full-time equivalent professional level administrative experience performing analytical duties as a primary job function in any of the following areas: budget/fiscal management, financial analysis, accounting, grant/contract management, procurement, data/statistical analysis and reporting. Experience must include performing analytical duties in a homeless housing program. |
Option 2: | EDUCATION: An associate's degree or equivalent (60 semester or 90 quarter units) from an accredited institution* in behavioral/social science, business/public administration, accounting/finance, or a closely related field. Note: Degree information including field of study must be clearly indicated in the Education section of the application. -AND- EXPERIENCE: Three (3) years of full-time equivalent increasingly responsible professional level administrative experience performing analytical duties as a primary job function in any of the following areas: budget/fiscal management, financial analysis, accounting, grant/contract management, procurement, data/statistical analysis and reporting. Experience must include performing analytical duties in a homeless housing program. |
Notes:
- Coursework: Transcripts (unofficial are acceptable) MUST be submitted with the application if the applicant does not possess a completed associate's degree in one of the qualifying fields of study for Option 2.
- International Coursework: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. - Knowledge of compliance standards and grant reporting processes.
