Position Overview :
The Clinical & Staffing Payroll Manager is responsible for overseeing and managing a team of Clinical Scheduling / Payroll Clerks, ensuring the efficient and effective staffing of clinical personnel (e.g., RNs, LVNs, CNAs, Safety Monitors) to meet the facility's operational needs. This position plays a critical role in maintaining accurate and compliant staffing practices, including overseeing the Nursing Hours Per Patient Day (NHPPD), processing overtime, managing PTO requests, and preparing daily and monthly schedules. As the onsite super-user of the OnShift Scheduler, the Clinical & Staffing Payroll Manager ensures the seamless integration of scheduling and payroll operations and plays a key role in driving operational efficiencies.
Essential Functions :
- Lead and supervise the clinical Scheduling / Payroll team. Manage a small team of clinical scheduling / payroll clerks, providing guidance, training and development to ensure efficient and accurate scheduling and payroll functions.
- Ensure the daily operations of the Clinical Scheduling / Payroll Office run smoothly by managing team schedules, prioritizing tasks, and resolving issues as they arise.
- Work with nursing administration to forecast future nurse staffing requirements based on census data, patient care needs, employee availability and compliance with CHPH staffing regulations.
- Oversee the scheduling process to maintain appropriate nurse staffing levels (RNs, LVNs, CNAs, Safety Monitors, etc.), in compliance with state and federal regulations, and organizational staffing requirements. Follow CBA rules on scheduling for all union positions. Including replacement protocols.
- Act as a System Administrator, oversee and manage the full integration of OnShift scheduling tool to meet the needs of the organization.
- Create advanced reports and dashboards from OnShift for leadership on staffing metrics, overtime costs, and labor trends using scheduling and payroll software to inform decision-making at the executive level.
- Ensure that the Clinical Scheduling / Payroll Office has adequate coverage throughout the week.
- Report any significant concerns and / or challenges to CNO and Nursing Home Administrator.
- Oversee the reconciliation of payroll discrepancies, ensuring that overtime, PTO, and shift discrepancies are resolved in a timely and accurate manner.
- Ensure timely and accurate completion of all clinical scheduling.
- Ensure, through the scheduling process, that the Home is staffed to budget and / or does not fall below federal and state staffing requirements.
- Work closely with Human Resources and Nursing leadership to address staffing issues, resolve payroll discrepancies, and ensure that staffing plans align with organizational needs. Develop and maintain a strong working knowledge of SFCJL’s employee scheduling and payroll software.
- Follow up with staff Unit Managers or Supervisors regarding authorized and unauthorized overtime, PTO and other time off requests.
- Collaborate with Human Resources and CNO. Maintain an accurate list of staff on leave is maintained.
- Partner with the IT Department to manage through all updates / upgrades specific to the payroll and scheduling software.
- Ensure that time and attendance and other applicable policies and procedures are kept current and accurate.
- Provide initial and ongoing training to supervised staff.
- Perform other duties as assigned.
