The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Role Description

The Department of Public Health (DPH) is looking to hire an Epic Patient Access Applications Technical Lead position to help design, develop, implement, maintain, optimize and support DPH's unified electronic health record solution.

Essential Duties

  • Provides direct ongoing guidance and/or supervision to other IS Business Analysts, or serves as the top application authority for one or more related application modules or systems.
  • To collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, recommendations and utilization of best practices.
  • Communicate effectively both orally and in writing with a diverse set of clients; establish and maintain good working relations with department personnel, staff, vendors, peers and management.
  • Optimize system designs through review and analysis of user needs; customize systems through design and administration.
  • Identify opportunities for improvements in business processes through automation; make recommendations for new procedures and applications.
  • Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems; prepare cost estimates and schedules for modifications; set scope, boundaries and objectives for system' functions and interfaces based on departmental needs.
  • Design, develop and implement new systems to support departmental activities.
  • Define system requirements; design, code, test and debug systems; train users on new applications.
  • Develop or modify system design: write detailed design specifications.
  • Provide advice on the functionality of new programs and compatibility of modifications to ensure user needs are met.
  • Evaluate software and hardware products on multiple platforms; make recommendations for compatibility, based on user requirements and systems analysis.
  • Provide analysis and technical support for highly complex systems; troubleshoot systems problems; implement solutions.
  • Support and maintain highly technical systems or networks; analyze and evaluate systems for cost effective and efficient performance; recommend modifications.
  • Coordinate the efforts of analysts, engineers and operators in the implementation of projects spanning multiple systems and sites; multiple platforms.
  • Manage and monitor the progress of contractors and vendors; resolve problems.
  • Exercises judgment, decisiveness, and creativity in an environment subject to frequent change.
  • Prioritizes competing requests for services.
  • Manages critical timelines effectively.
  • Documents work and adheres to change control procedures.
  • Maintains and updates Service Now, Orion, Sherlock, Nova, and/or other Epic build trackers or Epic project plans.
  • May perform other duties as assigned/required.

How To Qualify

License and Certification:

Epic Certification in Epic Cadence or Prelude

Experience

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management. Additionally, five (5) years of these experience should be in the area of Epic Cadence or Prelude or supporting Epic applications.

Education

An associate degree or above in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Desired Qualifications

  • Experience with full lifecycle of Epic implementation and/or Epic upgrade.
  • Knowledge of Lean fundamentals including, but not limited to, A3 thinking, Value Stream Mapping and Kaizen events.
  • Background and knowledge of primary care workflows.
  • Understanding of the core functions and processes of the front office.
  • Understanding of the medical office's integration with other departments in the organization.
  • Strong comprehension of revenue cycle management.
  • Proficiency with basic word processing and presentation applications (i.e. MS Office: Word, Excel, PowerPoint).
  • Knowledge of flow diagramming applications and collaboration platforms, SharePoint.
