The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The GIS Specialist is a high-level position that provides experienced GIS project, user, and technical support to the management and administration of SJRA’s capital improvement, rehabilitation, and facilities projects by:
1) creating maps and applications using GIS software and related equipment,
2) meeting with users to define data needs, project requirements, and required outputs,
3) conducting research to locate and obtain existing databases,
4) gathering, analyzing, and integrating spatial data from staff and determining how best the information can be displayed using GIS,
5) compiling geographic data from a variety of sources including census, field observations, satellite imagery, aerial photographs, and existing maps,
6) analyzing spatial data for geographic statistics to incorporate into documents and reports,
7) entering new map data using principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales,
8) analyzing geographic relationships among varying types of data, and
9) preparing metadata and other documentation.
This role is also expected to develop and perform GIS project management duties and to coordinate with Technical Services staff and the staff of the various operational divisions within the SJRA to achieve optimal safety, cost, and schedule efficiency, and quality, which is essential to the management and general business operations of SJRA.

Requirements:
- Bachelor’s degree in Geography, GIS, Engineering, Computer Science, or related field is preferred.
- At least 4 years of spatial data management, map-making and application development, including experience with engineering, utilities, and/or technical training related to infrastructure projects.
- Equivalent combination of education and experience considered
- Familiarity with SQL Server and scripting languages is preferred.
- Proficiency in Python and Arcade scripting, along with additional programming experience is a plus.
- GIS Certification and/or ArcGIS Pro Foundation Certification is preferred.
- Texas Driver's License with Insurable driving record is required.
