Description

Under the direction of the Superintendent / President or designee support the program planning, project and construction management, financial controls and reporting of the bond programs.

DISTINGUISING CHARACTERISTICS :

The Associate Vice President of Bond Programs will have reporting responsibility for multiple bond programs and will be required to coordinate with other managers, committees, and external stakeholders. The AVP of Bond Programs will oversee the delivery of bond programs. The AVP of Bond Programs classification is reserved for the oversight of major district-wide bond construction programs.

Measure L Responsibilities

  • Oversee completion of Measure L bond program and ongoing projects.

Measure K Responsibilities

Program Planning

  • Oversee and advise on completion of the ongoing Facilities Plan for San Joaquin Delta Community College.
  • Develop a strategy for planning, programming, designing and constructing all Measure K projects.
  • Develop a strategy for staffing / outsourcing program management, project management and construction management services.
  • Develop processes and procedures in collaboration with key district personnel for procuring professional services necessary for planning, programming, designing and constructing all capital improvement projects.
  • Develop processes and procedures necessary to implement financial controls and program / project / construction management reporting system.
  • Oversee and advise in collaboration with key district personnel on the development of environmental stewardship, energy conservation and sustainable design guidelines.
  • Develop processes and procedures in collaboration with key district personnel to meet District's energy and sustainability goals.
  • Program, Project and Construction Management

  • Plan, direct and ensure the effective execution of all bond measure project activities district wide.
  • Ensure bond program operations are executed in accordance with the SJDC policies and procedures.
  • Plan, direct and be responsible for effectively managing the implementation of strategic plans related to the facilitation of construction projects.
  • Review and negotiate all program service contracts in coordination with District staff.
  • Ensure timely completion of construction projects and adherence to contractual requirements are accomplished.
  • Oversee preconstruction / construction progress, team performance to ensure conformance with schedule, budget, and contractual requirements.
  • Identify / manage risks and advise the President / Superintendent, or designee on mitigation options.
  • Financial Controls and Reporting

  • Oversee preparation and maintenance of budget, project budgets, construction schedules and program schedules.
  • Report bond activity to the Citizen's Bond Oversight Committee, Board of Trustees, Superintendent / President and other applicable district staff.
  • Develop written reports regarding the bond
  • Direct, lead and be accountable for the annual budget for capital expenditures, programs, professional services and other assigned projects allocated for bond.
  • Assure expenditures have internal controls to uphold the integrity of bond measures federal, state, local and district regulations.
  • Implement and maintain effective systems of communication within and outside the district to ensure constructive relationships and the adequate flow of information.
  • Qualifications

    Knowledge of :

  • Managing alternative project delivery methods for California educational projects including;
  • Design-Build

  • Lease-Leaseback
  • Construction Manager at Risk (CMAR)
  • Managing Proposition 39 bonds in California.
  • Public Private Partnership (P3) legislation and project delivery methods in California.
  • Managing projects requiring approval by the California Division of the State Architect.
  • Program / project management systems, including scheduling software and reporting.
  • Effective verbal and written communication skills including the advanced ability to foster and maintain effective interpersonal relationships.
  • Advanced principles and practices of budget preparation and administration.
  • Office procedures, methods, and computer equipment.
  • Methods of collecting and organizing data and information.
  • Ability to :

  • Provide leadership and financial management support to a large bond program.
  • Demonstrate the competencies of achieving results, communication and building teamwork.
  • Recommend and implement goals, objectives, and practices for providing effective and efficient services.
  • Prepare clear and concise administrative and financial reports.
  • Perform complex and detailed tasks with accuracy.
  • Analyze problems, identify alternative solutions, project consequences of proposed action, and implement recommendations in support of goals.
  • Interpret and apply federal, state, local, and district policies, procedures, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.
  • Education and Experience :

    Education :

    Earned bachelor's degree from an accredited college or university in architecture, engineering, construction management, landscape architecture, planning or business administration or related field, or equivalent.

    Experience :

    Six (6) years or more experience in architecture, engineering and / or major capital program management, including at least three (3) years as a lead or supervisor. At least three years of the required experience is in an institution of higher education, community college, K-12, or public agency capital improvement programs.

    OTHER CERTIFICATIONS, LICENSES, OR SPECIAL REQUIREMENTS :

  • This position will require you to travel throughout the District and as assigned.
  • The incumbent may be required to work evenings (including attending board meetings) and other irregular hours including weekends and holidays.
  • Must be willing to monitor projects during periods other than regular working hours.
  • WORKING CONDITIONS : Physical Demands :

    Sitting for long periods of time. Extensive use of keyboard and technology. Prolonged walking or standing to visit construction sites.

    Hazards :

    Possible exposure to safety hazards associated with a construction site.
