Hiring Range: Grade 28, Step 3-5, $29.52 - $31.01 per hour

Full Compensation Range: $29.52 - $39.70 per hour

Location: Miramonte Building (Telluride, CO) & Glockson Building (Norwood, CO)

Employee housing may be an option to rent depending on availability.

POSITION SUMMARY

The full-time, non-exempt Human Resources Coordinator is responsible for directly supporting and assisting the Human Resources Director in exercising a variety of human resource functions and disciplines to ensure the efficient and effective day-to-day operations of the County’s Human Resources Department. The work is both highly sensitive and confidential in nature.

The position will report directly to the Human Resources Director and will be classified at a Grade 28. As a full-time position, the Human Resources Coordinator is eligible for all County-sponsored insurance and benefit plans as summarized in the SMC 2024 Summary of Benefits link, subject to applicable waiting periods.

The position will be primarily based out of the County’s headquarters located in the Miramonte Building in Telluride, but may also be required to work a minimum of one (1) day a week out of the County’s offices located in the Glockson Building in Norwood to be of service to employees based out of the County’s West End.

Supervision Received: Receives direct supervision from the County’s Human Resources Director.

Supervision Exercised: This position does not have any direct reports but may serve as the first point of contact for County employees when the Human Resources Director is otherwise unavailable.

JOB DESCRIPTION

Tasks, Duties, and Responsibilities Include, but are not limited to, the following:

  • Provides day-to-day operational support to the Human Resources Director across a variety of human resources functional areas and disciplines.
  • Serves as the primary employment records retention specialist by maintaining all digital employee personnel files and ensuring compliance will all state, federal and local employee record retention regulations while also ensuring compliance with federal Health Insurance Portability and Accountability Act (HIPAA) regulations.
  • Ensures all employment and personnel records are filed timely and maintained in accordance with established records retention procedures and applicable legal requirements.
  • Routinely confirms both the accuracy and integrity of data in the County’s HRIS software by conducting regular audits, researching and reporting data discrepancies while maintaining data confidentiality.
  • Inputs employment data for new hires and re-hires into the County’s HRIS software.
  • Processes employee data and personnel change requests in the County’s HRIS software, including but not limited to: address, demographic, federal and state tax withholding, and direct deposit change requests.
  • Processes employee status changes in the County’s HRIS software, including but not limited to: promotions, transfers, compensation adjustments, wage garnishments, position changes, supervisory assignments, etc.
  • Serves as staff liaison to the County’s third-party administrators associated with benefits administration, compensation, payroll, workers compensation, etc.
  • Assists with recruitment activities including, but not limited to: placing classified and online job advertisements; publishing all open positions on the County’s website; scheduling interviews, administering the County’s applicant tracking system, notifying candidates who were not selected for employment, etc.
  • Assists with pre-employment activities, including, but not limited to drafting offer letters; conducting background checks; conducting reference checks; verifying the identity and employment authorization of individuals hired for employment via the Federal government’s E-Verify program, etc.
  • Assists with onboarding activities including, but not limited to preparing new hire employee packets; processing County identification badge orders; ordering purchasing cards; working with the information technology department to set up email accounts, granting network server access, ordering cell phones, and additional hardware and software needs; scheduling new hire orientation/onboarding meetings; participating in employee new hire orientation meetings and leading those meetings with and without the presence of the Human Resources Director.
  • Supports staff across all departments in the administrative processes of recruitment, on-boarding, compensation, benefits, and employee well-being; assists all staff with other administrative activities as needed.
  • Supports the relationship between the San Miguel County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
  • Ensures Form I-9 documents are retained according to the U.S. Citizenship and Immigration Services (USCIS) retention requirements by conducting annual Form I-9 audits.
  • Completes Verification of Employment (VOE) requests from third-party agencies for both current and former employees.
  • Prepares First Reports of Injury (FROI) documents for all workers’ compensation claims and submits those documents to the County’s workers’ compensation insurance carrier.
  • Administers and coordinates the County’s Employee Season Ski Pass Purchasing Program.
  • In a timely manner and before scheduled deadlines, prepare the employer’s response to all unemployment claims filed by former employees to the Colorado Department of Labor and Employment’s Unemployment Insurance Division using the Federal government’s SIDES E-Response software.
  • Serves as first point of contact for County employees regarding benefits-related issues and discrepancies; works with our third-party administrators to reconcile any employee benefits-related issues or discrepancies; escalates issues to the Human Resources Director for reconciliation when necessary.
  • Processes all benefits enrollments, terminations, changes, qualifying events, and open enrollments using third-party administrator software programs.
  • Maintains all required Federal, state, and local labor and employment legal and regulatory employer posting requirements; ensures that all posting requirements are current and in compliance with all existing laws and regulations.
  • Prepares Separation of Employment (SOE) memorandums for employees experiencing separation of employment with the County.
  • Conducts exit interviews with and/or in the absence of the Human Resources Director.
  • Documents all bi-weekly payroll changes via accurate maintenance of the County’s bi-weekly payroll tracker.
  • Performs other related duties as required and assigned.

  • Must be extremely organized and possess the ability to manage multiple tasks and reprioritize workflow and assignments as work situations and needs change.
  • Possesses an extremely high level of attention to detail.
  • Must be honest, truthful, positive, and trustworthy and possess a high degree of personal integrity.
  • Ability to deliver effective results in a fast-paced environment while adhering to scheduled deadlines.
  • Ability to maintain complete confidentiality.
  • Ability to communicate and work effectively with all County employees, Department Heads, Directors, Elected Officials, outside vendors, and the general public.

DESIRED EDUCATION & EXPERIENCE

  • A high-school diploma or equivalent is required; an Associate's or Bachelor’s degree in human resources, business administration, general business, finance, accounting, psychology, public administration, or a related field is preferred.
  • An equivalent combination of education and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position.
  • Demonstrated experience in ensuring impeccable attention to detail is an absolute must for this position.
  • Experience working within the public sector, especially local government is strongly preferred.
  • Experience with HRIS data entry and management is strongly preferred.

REQUIRED LICENSES & CERTIFICATIONS

  • Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
  • Notary Public License is preferred.

SPECIAL REQUIREMENTS

  • As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities in order to support county emergency operations. All county employees are required to complete National Incident Management System (NIMS) training within the first 6 months of employment.
  • Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check.

Must be able to respond to the customers’ needs and perform tasks requiring extensive hand and eye coordination. Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects. The employee must frequently lift and/or move objects up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Physical ability and mobility to drive a motor vehicle to and from meetings and traverse uneven and rugged terrain as required. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

This job operates primarily in an office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Ability to tolerate and be productive in a quiet to moderate noise level in the workplace. May include at times working and operating a vehicle in severe weather conditions, especially during the winter season.
