What are the responsibilities and job description for the Director Property Mgmt position at Sand Companies Inc?
Administering and overseeing operations of residential and commercial rental properties to include Property Management Team Members including Regional Property Managers, Roaming Property Managers, Property Managers, Assistant Property Managers, Leasing Agents, Administrative Assistants and Caretakers. Includes working closely with and in conjunction with tax credit/program compliance, as applicable, attaining leasing and financial goals, budgeting, marketing, staffing, training, maintenance and property improvements for each property in the portfolio.
ESSENTIAL FUNCTIONS:
1. Oversee the performance of the Property Management Team Members mentioned above including staffing needs, hiring, training, time approval and performance reviews. Ensure that all Team Members adhere to compliance with Fair Housing Laws, Section 42, Section 8 and HOME guidelines and other applicable programs.
2. Provide pro-active direction to staff and delegate as needed to ensure task completion.
3. Review resident issues with Regional and Property Managers and provide resolution guidance.
4. With Regional and Property Managers, develop, implement and maintain property budgets including immediate implementation of approved rents into rent rolls and property management software. Review financial performance regularly and create and implement improvements or initiatives as appropriate. Ensure that future vacancies are being addressed immediately rather than at the time of actual vacancy along with oversight of rent collections and delinquent accounts for the portfolio and ensure all deposits are submitted the same business day.
5. Monitor the progress of contracted work and ensure multiple bids are obtained and contracts are in place.
6. Lead, direct and plan the successful leasing of new construction projects that come into the Sand Property Management portfolio.
7. Lead, direct and plan for the successful transition of new management contracts that come into the Sand Property Management portfolio along with the transition of contracts that leave the portfolio.
8. Perform duties of a Regional Property Manager on an as-needed basis in a manner that does not materially negatively impact the other essential functions as Director of Property Management.
9. Review and approve, within the guidelines of the management agreement, all property expenditures. Regularly compare line item expenditures to budget and last year’s actual. Submit capital expenditure requests to Owner per management agreement. Implement cost containment measures.
10. Ensure that all properties are inspected on a monthly basis by the Regional Managers and on an annual or semi-annual basis, as decided by the Owner, with the Director and Owner to ensure the assets are being maintained according to established standards.
11. Confirm that the Regional Manager and Property Manager meets with the limited partner, the local HRA/PHA and/or state housing agencies as required.
12. Work closely with the Compliance Manager and compliance staff to ensure all properties are meeting rent/income guidelines as required.
13. Ensure property management maintains good working relationships with limited partners, local HRAs/PHAs and state housing agencies.
14. Monitor market/occupancy goals, advertising, leasing programs and marketing strategies for the properties with the overall goal of increasing occupancy and resident retention. Attend monthly marketing meetings with other members of the management team to market and promote the property to its highest degree.
15. Work with the President on entering into management agreements with existing or new Owners.
16. Work with the President and CFO on reporting to Sand Companies, Inc.’s Executive Team, Board Members and/or Shareholders on financial and operational performance of Sand Property Management, LLC.
17. Maintain preferred vendor and product sourcing guidelines along with best operating and cost containment practices for all properties.
18. Direct, maintain/update and ensure compliance and operating policies and procedures are followed.

EDUCATION REQUIREMENTS (In lieu of Other Requirements):
Associate’s or B.A. Degree in Business or Real Estate
OTHER REQUIREMENTS:
8-10 years’ experience in asset or real estate/property management field, must have demonstrated knowledge of rental laws and compliance requirements
Related property management certifications and formal instruction
Ability to drive and travel to properties as needed, occasional overnight travel, regular office hours at Sand Property Management’s office in St. Paul

PHYSICAL DEMANDS ANALYSIS:
The Director of Property Management works primarily indoors in a temperature controlled environment but occasionally is exposed to outdoor weather conditions. This position requires long periods of sitting and computer use, frequent verbal and written communication and listening skills.
