What are the responsibilities and job description for the Treasury and Collections Supervisor position at Sandoval County?
Under general direction, the Treasury & Collections Supervisor oversees all Tax Researchers (TR) and the Senior Tax Researcher and reviews and verifies their work; trains and coaches assigned staff; resolves issues, especially those complex/complicated issues that have been referred by Tax Researchers; works cooperatively to provide a healthy work environment, with effective communication and problem solving. Addresses taxpayer issues, processes high-volume property tax accounts, reconciles batch payments, researches and provides paperwork for errors, refunds and voids. Monitors, tracks, reports, and collects taxes and delinquent taxes; responds to taxpayers by phone, email and mail within two business days; provides spreadsheets for delinquent property accounts, employee time, and status update reports; and completes other duties as necessary or assigned.
Education and Experience:
- Bachelor's degree in Accounting, Business Management, or related field and two years of professional accounting or business management experience which includes supervising staff; OR an equivalent combination of education and experience.
- New Mexico driver's license.
- Must possess a New Mexico Treasury Official certification within1.5 years from the time of hire.
- Trains, mentors, and provides technical direction to the Tax Researchers and Senior Tax Researcher; oversees and verifies daily transactions; assists with problem accounts as needed.
- Conducts performance evaluations; discusses corrective actions with the Treasurer and Human Resources; recommends corrective or disciplinary action; and creates disciplinary documents as needed.
- Coordinates, verifies, and ensures time entry and employee payroll data are accurate prior to processing payroll.
- Prepares and enters payroll data into payroll system; maintains records of leave requests and timesheets; reviews and analyzes payroll reports regarding wages, expenses and taxes; prepares or directs the preparation of payroll records and reports for submission; supports staff with payroll, leave request, compensation, and annual and sick leave inquiries.
- Creates and provides payroll wage reports for budget analysis, management and departmental/office requests, audit requests and Information of Public Records Act requests.
- Creates and analyzes spreadsheets to track and monitor delinquent accounts; update data to include mobile homes and personal and real property; verifies amounts collected for base tax, penalties, interest, and cost to state.
- Researches and collects on delinquent accounts; works with the Treasury Tax Operations Manager and Tax Researchers to calculate the total collected on worked delinquent accounts that will be going to the state on July 15th of each year and creates, maintains and provides related reports to the Treasurer and Deputy Treasurer.
- Researches, creates, updates, and maintains various reports to include returned and incoming mail, outreach programs, payroll, and status reports.
- Prepares and distributes reports to various mortgage companies; prepares and conducts detailed research for billing tax agencies and finance/mortgage companies; gathers, uploads, edits, and processes/deposits large batch payments from mortgage companies and creates spreadsheets to present to the Treasurer; balances all refunds for mortgage companies and provides refund requests to accounting and all supporting documentation to the Treasurer and vault staff in a timely manner.
- Communicate and research property accounts for personnel, taxpayers and representatives from title companies, mortgage companies and state government offices including correspondence in person, via email, mail and telephone.
- Sorts and distributes Treasurer's Office mail; sorts, records and manages the count of all types of correspondence including the tax bill, delinquent notice, tax post card, etc.
- Researches, prepares, updates and reviews Standard Operating Procedures for office functions on an annual basis for audit inspection.
- Assists with auctions conducted by the New Mexico Taxation & Revenue Department; works with TR's on the tax list and payments made up to the morning of the auction; coordinates and assists Tax & Revenue Property Tax Division staff assigned to the Treasurer's office during the months preceding the annual auction attends the auction; and assists the state with any inquiries or requests.
- Monitors and conducts quality control of all information and data entered into the system by TR's; researches, verifies and corrects information after placing proper documentation in the system and notifying and receiving approval from the Treasurer.
- Performs other related duties as assigned.
