Job Title: Advanced Applications Architect
Department: Division of Children s Medical Services (CMS), Florida Department of Health
Location: Tallahassee, FL 32301
Job Type: Contract (1 year, with potential renewal based on performance and legislative appropriation)
Job Summary:
The Advanced Applications Architect will support the software development operations of the Division of Children s Medical Services (CMS) within the Florida Department of Health. The contractor will be responsible for designing, developing, and maintaining enterprise-level applications, ensuring compliance with Department IT security standards, and providing technical leadership in an Agile/Scrum environment.
Key Responsibilities:
Application Development & Architecture:
Design, develop, and maintain .NET applications using C#, ASP.NET MVC, and Entity Framework.
Develop and modify application code with a zero-defect rate, following a two-week Agile sprint cycle.
Provide architectural design and development expertise for enterprise-level applications.
Ensure compliance with Department of Health IT security standards, including data encryption and application hardening.
Agile/Scrum Participation:
Actively participate in all Agile Scrum activities, including:
Planning Sessions
Stand-Up Sessions
Review Sessions
Backlog Grooming Sessions
Pointing Sessions
Retrospective Sessions
Manage scope and deliverables according to product owner specifications.
Technical Leadership:
Provide design reviews and best practices guidance to development teams.
Manage and configure Microsoft Team Foundation Server (TFS) for version control and project management.
Utilize Azure cloud services, including Azure SQL, pipelines, and configuration management.
Documentation & Compliance:
Document all application modifications and additions daily, storing them in a secure, Department-managed repository.
Ensure compliance with data security and confidentiality policies as outlined in the Department s Data Security and Confidentiality document.
Collaboration & Integration:
Work with Department of Financial Services systems, including interfacing with electronic invoicing and voucher processes.
Collaborate with the Agency of Health Care Administration and Florida Healthy Kids on electronic referral and enrollment files.
Qualifications:
Experience:
20 years of total application development experience.
25 years of IT infrastructure experience.
3 years of enterprise architecture experience.
10 years of experience in Object-Oriented Programming.
5 years of experience as a project lead.
5 years of JavaScript experience.
3 years of experience in ASP.NET MVC and C# application development.
2 years of experience in Angular JS.
3 years of architect design and development experience with .NET applications and Entity Framework.
5 years of experience providing design reviews and best practices to development teams.
2 years of experience working in an Agile/Scrum environment.
5 years of experience managing Microsoft Team Foundation Server (TFS).
2 years of experience with Azure cloud services (build and release, Azure SQL, pipelines, configuration).
5 years of experience with Department of Health IT security standards (data encryption, application hardening).
1 year of experience working with Department of Health, Agency of Health Care Administration, and Florida Healthy Kids electronic referral and enrollment files.
Knowledge of Department of Financial Services systems, including electronic invoicing and voucher processes.
Skills:
Strong knowledge of .NET, C#, ASP.NET MVC, Entity Framework, and Angular JS.
Proficiency in Azure cloud services and Microsoft Team Foundation Server (TFS).
Expertise in Agile/Scrum methodologies.
Strong understanding of IT security standards, including data encryption and application hardening.
Excellent documentation and communication skills.
Additional Requirements:
Must pass a criminal background check, including fingerprinting, conducted by the Department of Health.
Must comply with all Department data security and confidentiality policies.
