Job Description for a Business Analyst with Statewide PeopleSoft Experience for the Florida PALM Project
This role is designed for a Business Analyst with expertise in statewide PeopleSoft implementation, specifically for the Florida PALM (Planning, Accounting, and Ledger Management) project. The position requires a deep understanding of enterprise resource planning (ERP) systems, financial processes, and statewide systems integration.
Key Responsibilities
Business Process Analysis:
Gather and document business requirements by engaging with stakeholders across state agencies.
Analyze existing workflows and processes to identify gaps and areas for improvement.
Map business needs to PeopleSoft modules and Florida PALM functionalities.
System Implementation and Configuration:
Participate in the design, configuration, and implementation of PeopleSoft applications as part of the Florida PALM project.
Ensure alignment of system configurations with statewide financial policies and procedures.
Support the integration of PeopleSoft with legacy systems like FLAIR during the transition phases.
Testing and Quality Assurance:
Develop test strategies, scenarios, and scripts to validate system functionality.
Conduct system testing, user acceptance testing (UAT), and troubleshoot issues during implementation phases.
Document test results and work with technical teams to resolve defects.
Collaboration and Stakeholder Engagement:
Act as a liaison between technical teams, state agencies, and other stakeholders to ensure smooth communication.
Provide training and support to end-users on PeopleSoft functionality within Florida PALM.
Facilitate workshops and meetings to gather feedback and refine system designs.
Data Analysis and Reporting:
Assist in data conversion processes from legacy systems to PeopleSoft.
Develop reports using PeopleSoft Query or other tools to meet stakeholder needs.
Monitor data accuracy and integrity during migration phases.
Project Management Support:
Assist in creating project plans, timelines, and deliverables for the Florida PALM implementation.
Identify risks related to system implementation or integration and propose mitigation strategies.
Track project progress and prepare status updates for leadership teams.
Required Qualifications
Extensive experience in statewide PeopleSoft implementation projects, preferably within public sector financial systems.
Proficiency in PeopleSoft modules such as General Ledger, Accounts Payable, Accounts Receivable, or Payroll.
Familiarity with Florida s financial systems, including FLAIR (Florida Accounting Information Resource).
Strong analytical skills with expertise in FIT GAP analysis, process mapping, and functional documentation.
Hands-on experience with data conversion methodologies and tools like Excel-to-CI or SQL.
Experience in developing test cases, conducting UAT, and ensuring compliance with state standards.
Preferred Skills
Knowledge of the Florida PALM project s phased implementation approach.
Experience working on hybrid ERP solutions integrating legacy systems with modern platforms.
Familiarity with Oracle Cloud Infrastructure (OCI) or other cloud-based ERP solutions used in conjunction with PeopleSoft.
Strong communication skills to manage cross-agency collaboration effectively.
Educational Requirements
Bachelor s degree in Computer Science, Information Systems, Business Administration, or related field.
Certifications such as Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) are highly desirable.
