Position Summary:
Under the general direction of the Office of Emergency Management Director - Emergency Manager, the Emergency Management Specialist provides support for all emergency management and preparedness activities for the Pueblo of Santa Ana Office with heavy emphasis on all hazards planning.

Essential Duties & Responsibilities:
· Supports disaster response and crisis management activities (both in and outside of the Pueblo of Santa Ana and surrounding areas) and assists the Emergency Operations Center with response activities.
· Assists with the coordination, oversight and administration of the Pueblo’s Emergency Management Program; performs program development, evaluation, and compliance review; coordinates, develops, and maintains, emergency management plans, including the Pueblo of Santa Ana Emergency Operations Plan, develops and implements a Continuity of Operations Plan, and Emergency Action Plans as needed and recommends the development, maintenance, and updating of other plans and annexes that supports the OEM’s mission.
· Assists in the planning and preparation of exercise documentation to include strategies, scenarios, briefings, exercise plans, player/controller/evaluator handbooks, Master Events lists, After Action Reports and Strategic Improvement Plan.
· Works in collaboration and participation with other internal and external partners to ensure all plans for the PSA-OEM are reviewed, revised, updated, and maintained in accordance with policy and direction.
· Assists with the development, implementation, coordination, and oversight of emergency management projects and programs for all Santa Ana Pueblo properties
and Adjacent Tribal Lands to include highways, roads, railways, pipelines, powerlines and any other public infrastructure.
· Participates in local, state, tribal and federal emergency management training, workshops, conferences to learn about best practices.
· Maintains awareness of activities and/or events that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
· Participates in community education and public relations programs that involve emergency management and preparedness as part of the instructional cadre.
· Performs On-Call duties when scheduled and report to work within specified timeframe and work alternate shift schedules when necessary to meet the mission requirements, to include weekends and holidays.
· Adheres to PSA - OEM Policies and Procedures.
· Performs other duties as assigned.
Minimum Qualifications:
Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Homeland Security and Emergency Management, Emergency Management, Emergency and Disaster Management or related field, and three (3) years’ experience in providing emergency services, public safety or emergency management activities; OR a combination of experience and education.
Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check. Must possess and maintain a valid New Mexico driver’s license and be insurable under the Pueblo’s insurance.
Successful completion of FEMA Emergency Management Academy and/or ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800 and 2300courses - required within a year of hiring.
Knowledge, Abilities, Skills, and Certifications:
· Knowledge of the functions and structure of Santa Ana Pueblo government and operations.
· Knowledge of current Federal, State, and local laws, ordinances, regulations, established procedures, approved principles, practices, and organization of tribal emergency management functions.
· Ability to communicate effectively both oral and written English, to prepare accurate, concise, complete, and informative written materials, and to make effective (In-person & Virtual) presentations to small or large groups.
· Ability to manage projects and personnel effectively and to work productively either independently, as a team member or team leader.
· Ability to interact effectively and professionally with Santa Ana Pueblo Departments, counties, state, and federal funding agencies.
· Skill and ability to handle effectively multiple concurrent assignments, and activities.
· Proficiency in the use of Microsoft based word processing, spreadsheet, and database software and in the development and maintenance of data.
· Ability to calculate figures and amounts; ability to compute percentages and to interpret graphs.
· Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; and talk or hear and lift objects up to 50 pounds. The employee occasionally is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms.
Work Environment:
Employee performs work indoors and outdoors as the situation dictates; may be exposed to extreme temperatures depending on weather conditions and fire hazard conditions; will be on a flexible work schedule, including evenings and weekends as training or work schedules demand; may occasionally be exposed to intermittent high noise levels such as sirens, engines, and loud voices; may be exposed to vibration of the body on an intermittent basis from vehicle rides and off-road travel; may occasionally be exposed to the following hazards: driving hazards, difficult terrain, possibility of hazardous material spills and hazards inherent in firefighting; may occasionally be exposed to exhaust fumes, heat, smoke, water, dusts, fire retardant chemicals, and toxic fumes; works on uneven, natural ground surfaces, asphalt, cement, stairs, ladders, scaffolding; may have to lift 50 pounds occasionally; use 2-person lift when needed or required; works with a select team with or without direct supervision, and at times may work with a large group of people.
