DEFINITION
Under general supervision, performs entry-level technical duties involving treatment plant and distribution systems requiring specialized skills, knowledge, and certification pertaining to treatment plant control instrumentation and electrical and electronic equipment; performs routine technical duties in the design, construction, installation, modification, calibration, maintenance and repair of electrical and electronic equipment; maintains equipment and devices used in the treatment, storage and distribution of potable water; maintains the SCADA system and interfacing equipment for the continuous operation of the agency's related facilities; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This is the entry-level class in the Electrical / Instrumentation class series. This class performs the more routine duties of Electrical / Instrumentation activity.
SUPERVISION RECEIVED / EXERCISED
Receives general supervision from the Water Systems Supervisor and may receive technical supervision from a Senior Electrical Technician or a Senior Instrumentation Technician. Exercises no direct supervision over staff.

Duties may include, but are not limited to, the following :
- Inspects, adjusts, and repairs electrical and electronic equipment, such as motors, transducers, motor control centers, switches, panels, wiring and circuits and related devices.
- Performs predictive and preventive maintenance on electronic and electrical equipment.
- Installs, operates, and maintains sophisticated electrical and electronic equipment to interface and troubleshoot instrumentation devices and controllers such as hand tools, multimeters and process analyzers, fiber optic testers, and communication media testers.
- Develops and uses diagnostic problem-solving techniques.
- Installs, maintains, and improves electrical systems and components for treatment plants, pump stations, and turnouts.
- Assists with the design of electrical systems for new installation or upgrading of existing equipment.
- Installs and maintains sophisticated instrumentation and control systems; develops and uses diagnostic techniques.
- Maintains, troubleshoots, repairs, and builds control system and water quality instruments; maintains and troubleshoots software and hardware.
- Tests, troubleshoots, and calibrates, repairs, and performs preventive maintenance on a variety of instrumentation control systems, components and devices associated with the operation of a large, state-of-the-art water treatment and distribution system; corrects defects in instrumentation.
- Performs a variety of skilled, technical duties in the development, installation, modification and maintenance of telecommunication, process control, supervisory control, data collection and telemetry systems.
- Modifies, installs, and supports software-based control and instrumentation logic.
- Modifies, installs, and supports systems and networks used for the transportation of electronic signals across a wide geographic area utilized by the (Supervisory Control and Data Acquisition) SCADA system.
- Operates and uses a variety of hand tools, instruments, and related equipment.
- Operates a computer and assigned software.
- Performs other related duties as required.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
The position requires prolonged sitting, standing, walking on uneven surfaces, reaching, grasping, making repetitive hand movements, twisting, turning, kneeling, bending, squatting, and / or stooping in the performance of daily activities. The position also requires both near and far vision when inspecting work and operating assigned equipment and in reading reports and work-related documents. The position requires fine coordination in preparing reports using a computer keyboard and mouse. Incumbents may work in and around road traffic, mechanical hazards, electrical hazards and in confined spaces on occasion. Incumbents may also be required to operate various appurtenances within the distribution system and may be required to lift items up to 50pounds.
This position has both indoor and outdoor responsibilities. Incumbents are required to work in all weather conditions including heat, rain and cold.

Retirement - Santa Clarita Valley Water Agency (SCV Water) is a member of the California Public Employees' Retirement System (CalPERS) and pays the employee contribution. An employee who becomes a "new" member of CalPERS on or after January 1, 2013 will be subject to the regulations pursuant to the Public Employees Pension Reform Act (PEPRA) of 2013.
Health Insurance - SCV Water pays for dental, vision and medical insurance for the employee and his / her family, subject to co-pay depending on plan choice.
Retiree Medical Insurance (for employees hired on or after January 1, 2009) - the vesting benefit package for retiree medical insurance provides for employer contributions toward medical insurance premiums based on years of "CalPERS" credited years of service. In general, the vesting benefit requires that at least five years of CalPERS-eligible service must have been earned through employment with the Santa Clarita Valley Water Agency. Life Insurance / Disability - SCV Water covers twice the annual salary up to $150,000 in life insurance as well as a long-term disability plan.
Deferred Compensation - Plan provides 50% agency contribution up to 3% of annual salary.
