The Payroll Manager is responsible for all accounting activities of payroll for the College. This includes overseeing the processing of each payroll to ensure that College employees are paid correctly and in a timely fashion; ensuring the College is up to date on Federal and State laws and regulations regarding the management and compensation of employees; maintaining and wherever possible improving the effectiveness, accuracy and efficiency of the payroll process. In addition, this position requires a close working relationship with both internal and external constituencies regarding all financial payroll functions.
Job Description
Responsibilities and Duties Include :
- Supervises the Payroll area to ensure that the area is providing high quality service with timely and accurate payroll processing.
- Responsible for all payroll tax activities, payment of tax liabilities through the Internal Revenue EFTP file transfer software, maintaining compliance with State and Federal regulations, filing State and Federal payroll tax returns, issuing employee Wage Statements (W-2).
- Responsible for the filing of the Employer's Quarterly Federal Tax Return (941), 941C, and the US Department of Labor Unemployment Quarterly reports.
- Ensures all court orders, levies and garnishments are executed according to the applicable laws and regulations.
- Monitors internal controls and ensure that they are met by consistent review of payroll transactions for accuracy.
- Researches the most current regulations, laws and statutes to ensure the reliability of information used for and provided to both external and internal clients and agencies.
- Streamlines and maintains tracking and control systems to ensure accuracy.
- Recommends and implements enhancements to the payroll processes as it pertains to the College.
- Works with Information Technology Services to upgrade and improve the web-based systems.
- Ensures reliability of information provided to college constituents, Board of Trustees, State and Federal agencies and other external sources to develop credibility and reliability.
- Provides and oversee training sessions to groups and individuals of the College concerning payroll functions, rules and regulations.
- To identify and encourage professional development for staff, which will continuously improve customer service and increase responsiveness to the college's needs
- Responsible for the timeliness and accuracy of reporting to the various entities in the Payroll area.
- Works as a team, in unison and harmony with College constituents in support of the College's mission, vision, values, and goals.
- Assists the Comptroller with special projects, audits, Annual Financial Report, Cost Analysis, and other requests.
- Provide service excellence through courteous, informed, accessible, and professional engagement.
- Perform other duties as assigned.
QUALIFICATIONS
Required : A bachelor's degree in accounting or a related field from an accredited college with four (4) years of payroll processing experience. Additionally, two (2) years of supervisory experience are required, as well as proficiencies in Microsoft Office. Must have strong attention to detail in a fast-paced environment.
Preferred : Supervisory experience in a payroll department; certification in payroll processing; and experience working in a state education system.
