CHIEF BUSINESS OFFICER

Full time position

SALARY RANGE : $193,151 - $211,336 (Commensurate with Experience)

Mileage Stipend : $100 / month

THE CITY OF SANTA PAULA

The City of Santa Paula, with a population of approximately 30,000, is located 65 miles northwest of Los Angeles and 14 miles east of Ventura and the coastline of the Pacific Ocean. It is the geographical center of Ventura County, situated in the rich agricultural Santa Clara River Valley. The city is surrounded by rolling hills and rugged mountain peaks, in addition to orange, lemon, and avocado groves. Santa Paula is referred to as the "Citrus Capital of the World." In the city there are many old homes undergoing restoration, a Southern Pacific Depot built in 1887, and a small but busy airport called the "Antique Airplane Capital of the World." Television and movie crews are a common sight. The city also has an active redevelopment plan which includes expansion of housing developments. The location makes it a wonderful place to live, work and raise a family.

THE DISTRICT

The Santa Paula Unified School District was approved by the voters in November 2012, and began operation on July 1, 2013.

The District operates an early childhood education program, six K-6 elementary schools, one 7-8 middle school, one comprehensive high school and one continuation high school. Approximately 750 certificated and classified employees serve just under 5000 students.

Santa Paula Unified is proud to be the home of the National MESA Champions, the Migrant Speech / Debate Winners, a CSBA Golden Bell Award recipient, two award winning academic academies, and a National Blue Ribbon School, Grace Thille Elementary. Basic Function and Essential Duties

BASIC FUNCTION :

Under administrative direction, plan, organize, control and provide overall direction to a variety of programs and services for the district related to business services, information technology, risk management, purchasing, child nutrition services, maintenance and operations, and facilities; direct and participate in the development of policies, procedures and fiscal decisions; develop, review, and approve the preparation of annual budget; supervise and evaluate assigned staff.

REPRESENTATIVE DUTIES :

Plan, organize, control and provide overall direction to major organizational units to assure the proper delivery of programs, projects, activities, and services of business services, information technology, risk management, purchasing, child nutrition services, maintenance and operations, and facilities; assure responsiveness to district objectives and priorities.

Supervise and evaluate the performance of assigned professional and clerical staff, interview and select employees, termination and disciplinary actions.

Provide technical expertise and information regarding assigned functions, formulate, develop and implement policies and procedures affecting assigned functional or program areas; plan, develop, and recommend programs, goals and objectives for assigned divisions and departments.

Communicate with directors, administrative staff, and other district personnel to coordinate activities and programs, to assist with decisions having fiscal impact, to assure the smooth and efficient delivery of services, to resolve issues and conflicts, and to exchange information.

Analyze issues and data related to mandated responsibilities and obligations related to solvency, legal compliance, and related statutes, advise school district management and boards regarding decisions related to funding, legislation, business, maintenance and operations, and political issues.

Meet with committees, Boards, advisory groups and other to recommend courses of action and uses of allocated resources and to communicate assigned program activities and plans.

Participate as a member of the Superintendent's Cabinet in the overall planning and direction of district functions and services; advise the Superintendent regarding use of resources, priorities, program opportunities and methods to enhance the delivery of business-related programs and services.

Represent the assigned programs and services to district and local, State and federal agencies and committees; make presentations to associations, community groups and the media regarding district matters related to assigned programs and services.

Direct and participate in the preparation of records and report covering assigned activities and projects.

Develop, review and approve the preparation of the annual budget for district, oversee school budgets and district financial transactions; provide direction and advice to district personnel.

Attend local, State, and regional conferences and workshops to maintain current knowledge of regulations and requirements affecting assigned areas.

Education and Experience

EDUCATION AND EXPERIENCE :

Any combination equivalent to : bachelor's degree in Business or Public Administration, Accounting or related field and seven years of increasingly responsible professional accounting and business experience in a school District or public agency and five years in a management capacity.

Budget preparation and control

ABILITY TO :

Plan, organize, control and provide overall direction to a variety of programs services

Direct, and participate in the development of policies, procedures, and fiscal decisions

Develop, review, and approve the preparation of the annual budget for district

Interpret and apply provisions of State Education Code and various regulatory agencies

Assemble and analyze data and make appropriate recommendations

Prepare and deliver oral presentations

Train, supervise and evaluate personnel

Interpret, apply and explain, complex rules, regulations, policies and procedures

Maintain current knowledge of program rules, regulations, requirements and restrictions

Analyze complex data and situations accurately and adopt an effective course of action

Do you have experience monitoring contract operations to ensure compliance with applicable procedures and regulations and with contract requirements?

Do you have experience participating in collective bargaining processes?

A Chief Business Officer must plan and organize assignments in a manner that will allow them to carry out projects, delegate tasks to others in accordance with their abilities, coordinate work with others, and set timelines in order to complete projects. List your achievements and training in the areas of planning and organizing, including the types of assignments or projects, the scope of responsibilities, the number and type of employees whose work you coordinated, the development of project timelines and success in meeting timelines, etc.

Supervisor forms a large part of the work of this position. Describe in detail the experience in the supervision of employees, including specific responsibilities for coordination, planning, training, development and evaluation of employee skills, and number and types of employees supervised.

An individual in this position must prepare written and oral material to the Superintendent, Board of Trustees, Cabinet members, and others. What has been your training, experience and achievements in report preparation? Include the variety and scope of the reports. Also describe your experience and responsibility for making presentations and acting as a liaison between your department and other departments and / or public agencies.

Describe your experience in governmental budget development and control. Specify the size and type of budget you worked with and the specific practices and controls which you developed and used. Include your responsibility in preparing budget interim reports, year-end financial reports, and related documents.
