Required Qualifications / Essential Duties :

  • Manages the day-to-day operations for the Cultural and Historic Preservation Department.
  • Manage all issues related to Tribal cultural resources and activities - both internal and external to the Tribe.
  • Supervise Cultural Department staff including Cultural Specialists, Monitors, Tribal Liaisons, Work Experience, and Cultural Registrar.
  • Coordinates the development of policies, procedures and processes for applicable programs.
  • Collaborate with the Tribal Historic Preservation Officer (THPO) with duties as defined by the National Park Service to include, but not limited to :
  • advise and assist Federal and state agencies and local governments in carrying out their historic preservation responsibilities.
  • administer Federal Assistance for tribal historic preservation
  • consult with Federal agencies on Federal undertakings (Section 106) that may affect tribal historic properties and, on any plans, to protect, manage, reduce, or mitigate harm to such properties.
  • cooperate with the Secretary of the Interior, the Advisory Council on Historic Preservation, and other Federal and state agencies, local governments, organizations, and individuals to ensure that tribal historic properties are taken into consideration at all levels of planning and development.
  • prepare and implement an historic preservation plan.
  • provide public information, education and training, and technical assistance in historic preservation, survey and inventory tribal historic properties
  • Perform Native American Graves Protection and Repatriation Act (NAGPRA) and Archeological Resources Protection Act (ARPA) enforcement related duties
  • Ensure Compliance with federal laws such as the Native American Graves Protection and Repatriation Act and a GPR, a National Historic Preservation Act, NHLPA, and other relevant regulations.
  • Work with federal, state and local agencies on Section 106 reviews and consultations for projects affecting tribal lands and resources. Drafting Enforce tribal historic preservation ordinances and policies. Coordinate with museums, universities, and. Other institutions to recover tribal cultural items. Protect culturally sensitive information and resources from misuse or unauthorized disclosure. Organize workshops, events and ceremonies to promote cultural awareness and participation.
  • Work with tribal schools and youth programs to integrate cultural education into curriculum.
  • Advocate for the Tribes interest and regional and national preservation efforts.
  • Identify funding opportunities and write grant proposals to support preservation projects. Manage budgets for cultural and historic preservation programs. Ensure proper documentation and reporting for funded projects. Review development projects for potential impacts on cultural or historic sites. Develop and implement protocols for the treatment and protection of discovered artifacts or remains. Provide recommendations to the tribal leadership on cultural preservation priorities.
  • Performs Grant Reporting, including Budget Adjustments, Programmatic Reporting, Financial Reporting.
  • Develop partnerships and collaborations with Tribes, government officials, agency representatives and educational institutions.
  • Understands and interprets complex statutes, laws, codes, regulations, policies and guidelines related to state, federal, city and county municipalities.
  • Ability to perform many aspects of museum work, then delegate as the staff grows.
  • Advises and oversees programs related to culture and language.
  • Reviews local, state, and federal project letters, attend project meetings and initiate consultation between tribe and agencies related to AB-52, SB-18, NAGPRA, ARPA, CEQA, Section 106 of the National Historic Preservation Act, and NEPA.
  • Coordinates and provides relevant onsite training and guidance for the Rancheria.
  • Attends necessary meetings, workshops, or conferences called in relation to cultural resource protection and preservation.
  • Oversees the selection, training and evaluation programs for all Cultural personnel; provides or coordinates in-service training; identifies and resolves staff deficiencies; fulfills discipline procedures; reviews the work of department personnel to ensure compliance with applicable federal, state and local laws, codes and regulations.
  • Prepares, manages and coordinates the development of the Cultural budget; prepares forecasts of necessary funds for staffing, materials and supplies; presents, justifies and defends programs, operations and activities; monitors and approves expenditures; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
  • Serves as a resource for department personnel, Santa Rosa Rancheria Tribal Government staff and other organizations; coordinates pertinent information, resources and work teams necessary to support a positive and productive environment.
  • Attends and participates in professional and community meetings; stays current on issues relative to the field of Historic preservation and relative service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries and complaints.
  • Establishes positive working relationships with representatives of community organizations, federal / state / local agencies and associations, Santa Rosa Rancheria Tribal Government management and staff, and the public.

Reports To : Director of Operation and Administration

Starting Rate of Pay : $ 91,520.00 (Exempt)

Approximate Hours : 40 Hours

The Santa Rosa Rancheria Tachi-Yokut Tribe shall extend employment preference across all employment opportunities for qualified Native Americans in accordance with and subject to applicable law, including Title VI of the Federal Civil Rights Act, which recognizes Native American employment preference.
