GENERAL PURPOSE
Under the close supervision and direction of an Investigations Supervisor or designee, performs a variety of semi-skilled and skilled clerical and technical duties requiring considerable responsibility and independent judgment. Incumbent ensures the proper processing, storage, maintenance, disposal, and destruction of evidence and property in accordance with established statues, regulations, and departmental procedures, verifying all procedures are performed in such a manner as to be admissible evidence in court proceedings
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
ESSENTIAL FUNCTIONS
Coordinate, monitor, and participate in receiving, marking, packaging, storing, preserving, logging, and maintaining property and evidence for use in court cases and other law enforcement activities.
Establish and maintain effective working relationships with clients, supervisors, peers, other County employees, Law enforcement, attorneys, elected officials, other agencies, and the general public.
Receive, package, preserve, log, store, and verify evidence brought in by personnel and maintain a clear and precise chain of evidence.
Ensure that potential hazardous materials, explosives and infectious materials are handled and maintained in a strict adherence to established safety regulations.
Enter all property and evidence into the computer system, reviewing for accuracy.
Monitor, maintain, and update the computer system to reflect most current information on all evidence submitted to the Evidence Unit (e.g. testing of the evidence, results obtained, other pertinent information, etc.).
Scan and enter all evidence forms, test results, and other paperwork submitted to the Evidence Unit that is associated with a case into the computer system per operating procedures.
Ensure that necessary documentation (e.g. reports, chain of custody, files, logs, etc.) is completed, processed and maintained per established guidelines.
Direct and participate in the pick-up and transportation of property and evidence, supplies, and other items from various locations.
Account for all property in storage and prepare inventory reports on a regular basis; process monthly reports on current evidence registered.
Monitor and preserve security and maintenance of property / evidence room, and the off-site storage building.
Destroy or release property, evidence and contraband following procedures set forth in policy; update record, files, and computer entries to reflect the same.
Assist with Sheriff's Office auctions and coordinate online auctions.
Receive and respond to citizens, attorneys, court and police inquiries regarding matters of property and evidence within the expertise and authority of the technician.
Testify in court proceedings regarding duties, including but not limited to participation and involvement at crime scenes, photography of victims, processing and handling of evidence obtained in investigations, and chain of evidence.
Conduct background checks (e.g. NCJIS) on individuals and property.
Duplicate audio / video tapes and discs as requested.
Complete gun traces, through ATF, on all weapons submitted into evidence.
Maintain and order supplies necessary for proper operations of property / evidence unit.
Maintain supply of videotapes, for the Road Patrol.
View downloads and / or download digital video media for the Road Patrol that is evidence.
Download and maintain storage of digital photographs. Produce photos for court, attorneys, deputies, insurance companies, etc.
Conduct required inventory of the Evidence Room as set forth in policy.
Report to assigned worksite with regular, predictable, and consistent attendance.
Peripheral Duties
Assist in the development and implementation of Standard Operating Procedures (SOP) for the property / evidence division.
Maintain and update evidence processing plan as needed.
Serve as an instructor in the deputy orientation class, teaching evidence processing.
Serve as an instructor for employees assigned to the Evidence and Property Unit either in a full time, part time or temporary capacity.
Maintain current files on undercover license plates; renew as necessary.
Photograph Sheriff's Office employees for ID photos.
Maintain training narcotics for K-9 Unit training.
Conduct presumptive narcotic testing.
Perform crime scene photography on request.
Attend training as assigned.
Other duties as assigned by a Superior.
MINIMUM QUALIFICATIONS
REQUIRED MINIMUM QUALIFICATIONS
Education and Experience
High School graduate or GED equivalent required.
Two (2) years of bona fide work experience in an administrative position required.
Previous work experience in the administration of evidence preferred.
Must be able to type 20 net words per minute (nwpm).
Special Requirements
Must be bondable.
Must successfully pass comprehensive background checks.
Must have and maintain throughout employment a valid Driver's License, as well as meet eligibility requirements of "acceptable driver standards" as defined by the County.
Necessary Knowledge, Skills and Abilities
Working knowledge of computers and ability to learn specialized software
Working knowledge of current office practices and procedures including record keeping systems and computerized records maintenance
General knowledge of applicable laws, ordinances and Sheriff's Office rules and regulations
Knowledge of the principles and practices of criminal justice inventory management
Knowledge of criminal rules of evidence pertaining to property
Effective communication skills
Ability to conform to scheduling demands, which may include varied hours and emergencies
Ability to perform duties with a keen sense of accuracy and attention to detail
Ability to work independently and make sound decisions
Ability to take direction and to perform repetitive tasks in strict adherence to the standard of the Sarpy County Sheriff
Ability to safely handle potential bio hazardous materials and substance i.e., blood, urine, sexual assault kits and clothing, needles, hair samples, and other bio hazards submitted to the Evidence Unit
Ability to perform basic mathematical computations such as addition, subtraction, multiplication, and division
Ability to handle information of a confidential and sensitive nature and maintain confidentiality
Ability to understand and follow exacting verbal and written instructions
Ability to navigate and remain calm in stressful situations
Ability to prioritize work and carry out assigned projects to completion
Ability to maintain confidential information
Ability to communicate effectively in English both verbally and in writing
Ability to operate standard office equipment, such as computer, specialized software, multi-line phone, printer, copier, scanner, fax, and calculator, along with tools and equipment specific to duties, such as County vehicle, law enforcement radio, and first aid equipment. Photography equipment, flatbed scanner, film scanner and other specialized evidence collection and maintenance equipment
