JOB OVERVIEW

  • RESTRICTED POSTING - APPLICATIONS LIMITED TO CURRENT PAID SARPY COUNTY SHERIFF'S EMPLOYEES ONLY

The position of Evidence / Property Manager supervises and coordinates the daily activities of the property / evidence unit. Assures property and evidence are stored, maintained, disposed of, and destroyed in accordance with established statues, regulations, and departmental procedures. Assures all procedures are performed in such a manner as to be admissible evidence in court proceedings. The Evidence / Property Manager provides leadership and management of the Evidence / Property Unit.

SUPERVISION RECEIVED : The Evidence / Property Manager functions under the general guidance of an Administration Commander.

SUPERVISION EXERCISED : The Evidence / Property Manager shall provide supervision over Evidence / Property Tech I and II and Evidence / Property Tech trainees.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Coordinate, direct, and monitor the daily activities of employees assigned to the Evidence Unit
  • Assign projects that occur outside of typical daily tasks

    Prepare budget recommendations for the Evidence and Property Unit

    Maintain and Oversee software utilized by Evidence and Property Unit

    Prepare end of year statistics and reports

    Oversee the disposal and destruction of property and evidence

    Organize Medication Drop for citizens of Sarpy County

    Maintain and oversee any financial transactions or cash transactions

    Coordinate, monitor, and participate in receiving, marking, storing and maintaining property and evidence for use in court cases and other law enforcement activities.

    Approve property and evidence to be released or destroyed from storage

    Assure that potential hazardous materials, explosives, and infectious materials are handled and maintained in strict adherence to established safety regulations

    Recommend and provide training for those in the Evidence and Property Unit

    Promote a safe working environment for assigned employees

    Receive and verify evidence brought in by personnel and maintain a clear and precise chain of evidence.

    Assure that potential hazardous materials, explosives, and infectious materials are handled and maintained in a strict adherence to established safety regulations.

    Enter all property and evidence into the computer system. Maintain the computer system to reflect up to date information on all evidence submitted to the Evidence Unit. This shall include any testing of the evidence, results obtained, and other pertinent information.

    Scan and enter all evidence forms, test results, and other paperwork submitted to the Evidence Unit that is associated with a case into the computer system as a PDF.

    Assure the necessary documentation (reports, chain of custody, files, logs, etc.) is completed, processed, and maintained.

    Oversee, direct, and participate in the pick-up and transportation of property and evidence, supplies, and other items from various locations.

    Account for all property in storage and prepare inventory reports on a regular basis. Run monthly reports on current evidence registered.

    Compile end of year reporting on the work completed in the Evidence and Property Unit

    Assure security and maintenance of property / evidence room, and the off-site storage building.

    Destroy or releases property, evidence and contraband following procedures set forth in policy. Update records, files, and computer entries to reflect the same.

    Assist with Sheriff's Office auctions and coordinate online auctions.

    Receive and respond to citizens, attorneys, court and police inquiries regarding matters of property and evidence within the expertise and authority of the technician.

    Testify in court proceedings regarding participation and involvement at crime scenes, photography of victims, processing and handling of evidence obtained in an investigation, and chain of evidence.

    Conduct NCJIS checks on individuals and property.

    Duplicate audio / video tapes and discs as requested. Maintain and order supplies necessary for property operations of property / evidence unit. Exception, no recordings containing child pornography shall be duplicated. Evidence containing child pornography shall only be released to the Investigator assigned the case.

    Report to the assigned worksite with regular, predictable, and consistent attendance.

    Establish and maintain effective working relationships with clients, supervisors, county employees, elected officials, law enforcement, venders, other agencies, and the public; serve as a positive representative of the department.

    Manage E-trace program and be main contact for ATF

    Complete gun traces, through ATF, on all weapons submitted into evidence.

    Maintain and order supplies necessary for property operations of property / evidence unit.

    Perform crime scene processing and crime scene photography.

    Maintain supply of CD's, for the Road Patrol.

    View downloads and / or download digital video media for the Road Patrol that is evidence.

    Download and maintain storage of digital photographs. Produce photos for court, attorneys, deputies, insurance companies, etc.

    Manage and Conduct required inventory of the Evidence Room as set forth in policy.

    Conduct audits of items maintained in the Evidence Room.

  • PERIPHERAL DUITES :
  • Assist in the development and implementation of Standard Operating Procedures (SOP) for the property / evidence division.
  • Maintain and updates evidence-processing plan as needed.

    Serve as an instructor for employees assigned to the Evidence and Property Unit either in a full time, part time, or temporary capacity.

    Serve as an instructor in the deputy orientation class, teaching evidence processing.

    Assist Investigations Division Staff Support personnel with maintaining current files on undercover license plates and renewals as necessary.

    Photograph Sheriff's Office employees for ID photos.

    Maintain training narcotics for K-9 Unit training.

    Perform crime scene photography on request.

    Other duties as assigned or directed by an Administration Commander Officer.

    MINIMUM QUALIFICATIONS

    MINIMUM REQUIRED QUALIFICATIONS :

  • High school diploma or GED equivalent required. Post-secondary education in Criminal Justice or similar field preferred.
  • Two (2) years of bona fide work experience performing administrative assistant duties required.

    Three (3) years working in Evidence and Property or a closely related field

    Must be 21 years or older at time of employment.

    Must possess, or obtain by time of hire, a valid State driver's license without record of suspension or revocation in any state.

    No felony convictions or disqualifying criminal histories within the past seven (7) years.

    Must be bondable.

    Must be able to type at 20 net words per minute (nwpm).

    Must be NCJIS and NCIS certified or can become certified within six (6) months of employment.

    Must be able to read and write in the English language.

    Must be able to pass a security background check.

    Necessary Knowledge, SKILLS, and Abilities :

  • Considerable knowledge of proper procedures in the handling of evidence for laboratory testing and for use in criminal proceedings
  • Considerable knowledge of approved methods for maintaining accurate records in handling evidence and property

    Considerable knowledge of approved methods and practices in purchasing equipment and supplies for use in property and evidence setting

    Ability to plan, organize and assign the work of subordinates in the Property and Evidence Unit

    Ability to establish and maintain working relationships with law enforcement officials, other evidence and property managers, co-workers, and the public

    Working knowledge of, and ability to use computers and software / data processing programs including Microsoft Office Suite.

    Knowledge of, and ability to learn, specialized software.

    Ability to operate equipment including, but not limited to, multi-line phone, computer, typewriter, copy machine, printer, scanner, 10-key calculator, and fax machine.

    Ability to conform to scheduling demands, which may include varied hours and emergencies.

    Ability to enter data accurately.

    Ability to work independently and make sound decisions.

    Ability to prioritize and complete projects within deadlines.

    Ability to perform tasks with attention to detail and a high degree of accuracy.

    Ability to work under pressure and / or with frequent interruptions.

    Ability to navigate stressful situations while maintaining composure.

    Ability to understand and follow exacting verbal and written instructions.

    Ability to take direction and to perform repetitive tasks in strict adherence to the standard of the Sarpy County Sheriff.

    Ability to safely handle potential biohazardous materials and substance i.e., blood, urine, sexual assault kits and clothing, needles, hair samples, and other biohazards submitted to the Evidence Unit.

    Ability to handle information of a confidential and sensitive nature and maintain confidentiality.

    Ability to establish and maintain effective working relationships with peers and supervisors.

    Ability to follow verbal and written instructions.

    Ability to work flexible hours and overtime when needed, and ability to handle stressful situations.

    Good knowledge of the English language and proper grammar, spelling, and punctuation.
