For more than 45 years, Sasha Bruce has implemented innovative interventions aimed at bringing an end to youth homelessness in the DC region. Today, its programs are in DC and Prince George’s County, MD reaching over 6,500 runaway, homeless, abused, and neglected youth, and their families.

Job Summary

The Family Strengthening Program Manager supervises a team of 3 clinicians who provide community-based counseling services and case management support to youth and families. Youth and their families work with assigned case managers for a period of 6 months (3 months of intensive services and 3 months of follow up) and receive a combination of individual counseling, family mediation, parent coaching and support, and service coordination and referrals. Services are provided in homes and in the community to limit barriers to accessing support and to stabilize and strengthen existing family relationships, thereby limiting the incidence of youth homelessness.

The Family Strengthening Program Manager supervises the Strengthening Teens Empowering Parents (STEP) grant in collaboration with DC Department of Human Services, DC Metro Police Department, and Bruce House to provide support to the families of minors under 18 who have a missing person’s report. The FSP STEP grant provides voluntary, individualized, and comprehensive services in order to stabilize youth in crisis and decrease incidents of youth leaving home without permission. At times youth may come to the Bruce House shelter for respite care, and the FSP manager works closely with the Bruce House program manager to coordinate services and ensure that families receive immediate safety and respite while working towards sustainable family goals.

The Family Strengthening Program Manager also oversees the Strengthening Foundations grant which serves young people ages 15-24 who are at risk of homelessness due to family conflict or instability. The goal of Strengthening Foundations is to work with youth seeking to reunify with family/chosen supports or to establish a path to independence.

The Family Strengthening Program operates from a strengths-based and family-focused framework. Parents and other natural supports are included as integral to youth care. The Program Manager ensures that youth and families are treated as experts in their own lives and journeys. The Program Manager will have their own case/clinical supervision, managerial supervision, and will participate in consultation groups with other Program Managers.

Hours of Work: Full Time: M-F 10:00-6:00; also requires additional flexibility for on call and outreach responsibilities, including occasional evening and weekend hours.

Duties And Responsibilities

  • Provide strengths-based clinical supervision to 3 family engagement specialists who offer individual counseling, family mediation, and crisis stabilization services to a caseload of 15 youth each.
  • Carry a direct care caseload as needed of 3-7 youth/families and assist staff as needed with difficult family counseling sessions through co-facilitation or observation.
  • Lead weekly team meetings with FSP staff team for group supervision and training in crisis intervention, family support, and other relevant clinical topics.
  • Maintain oversight of relevant grant-funded programs, including serving as the primary liaison to grant officers; managing expenditures and data reporting; and ensuring program fidelity and compliance.
  • Develop outreach and networking strategies to establish strong relationships and reputation within the community and grow existing referral sources to connect with youth and families in need.
  • Maintain ongoing interagency partnerships and relationships with DHS and community providers, including active participation in STEP team case conferencing, Coordinated Assessment and Housing meetings, and Interagency Council on Homelessness Youth-focused meetings. Develop referral relationships and educational outreach to relevant stakeholders that interface with families in distress.
  • Triage incoming calls and referrals to determine client needs and assess for intake into services or referral to other resources, engaging youth and families in services quickly through assertive outreach, quick response time, and active listening from a strengths-based family support perspective.
  • Collaborate with Bruce House program manager and staff to create a seamless partnership between Family Strengthening Program and Bruce House to support youth and families with a combination of immediate respite and long-term family support services.
  • Assess youth in crisis and develop appropriate safety planning and interventions in collaboration with their appropriate clinician, family members, and other stakeholders.
  • Train and monitor staff in the completion of clinical documentation including service plans, assessments, case notes, and treatment plan reviews.
  • Administrative duties include submitting and approving timesheets, setting employee professional development plans and annuals evaluations, ordering office supplies, and coordinating mileage and reimbursements for your team.
  • Support the clinical skill development of the larger SBY staff team through periodic facilitation and/or participation in trainings, workshops, and consultation.
  • Other duties as assigned.

Position Qualification Requirements

  • Clinical Licensure in Social Work, Psychology, Counseling, Marriage and Family Therapy, or a related field. If the licensure is not in DC, eligibility for licensure in DC is expected. LICSW license is required.
  • At least 3 years of experience in direct service to youth and families.
  • Prior demonstrable experience as a leader, supervisor, or manager of a team.
  • Prior experience leading or coordinating grant-funded programs preferred.
  • Ability to handle multiple program objectives and responsibilities in a typical day.
  • Demonstrated skills in engaging families in treatment, and connecting with parents and other supports from a strength-based perspective.
  • Demonstrated ability to connect with children, adolescents, and young adults with mental health challenges, trauma, crisis, and community stress and successfully empower them to overcome their challenges.
  • Prior experience with crisis response and a history of responding effectively to crises, including direct safety planning or referral to appropriate resources.
  • Strong relationship-building skills with a history of successful outreach and network development.
  • Ability to successfully complete our clearance process, including local and FBI fingerprinting and background checks, Child Protection Clearances, etc.
  • Candidates are not required to drive but there is a preference for those with a clean driving record, a current and valid driver’s license, access to a personal vehicle, and ability to travel between locations during the work day.
