What You'll Do In This Position

Responsible for a portfolio of projects supporting a given program / area or responsible for a single complex / critical project involving significant risk and business impact. Managing projects per Manual E11 from conceptual stages through planning, site assessment, engineering, procurement, construction, startup, performance testing, initial operations, and contract closeout. Performs as the focal point for all project related activities for an assigned area portfolio of projects or large complex individual projects. Provides overall management of the assigned project team to include engineering, procurement, construction, and startup for the assigned projects.

  • This manager is the central point of responsibility for all PMCS project and support activity for the assigned project or portfolio of projects for an area. As such, this manager maintains Division management level relationships with other participating entities as the execution of assigned projects is performed. This manager manages and leads the assigned project team(s) responsible for successful project execution from conceptualization, through planning, site assessment, engineering, procurement, construction, startup, performance testing, and initial operations (including procedure development and training of operating personnel). This scope includes the integration of both direct and support functional areas such as safety, engineering, construction, quality assurance, environmental compliance, and waste management. This manager is ultimately responsible to ensure that timely decisions are made and appropriate actions are taken, while maintaining a safe work environment for site personnel.
  • This manager develops, implements, and manages processes to ensure that for all projects, scope is clear, design basis and objectives for are defined, best practices and lessons learned are incorporated, and detailed work plans, schedules, budgets, and procedures are established. This manager will ensure that a division of responsibility for the project team and the customer is in place, and that the means for the execution of all projects are defined in the respective project execution plans and that the division customer is in agreement with how the projects' will be executed and their respective end objectives.
  • This manager analyzes, plans for, and provides critical feedback and status of assigned projects to the VP-PMCS, the division customer, the

Director, PMCS, the Manager of Projects, the DOE customer and other stake-holders. This includes a periodic assessment of the progress of

assigned projects, a credible forecast of critical project activities, and the early identification of problems that could affect cost, schedule, or technical performance including planned corrective actions.

  • This manager ensures the preparation and the approval for project cost, schedule, and technical baselines, and participates in documented,

timely baseline change control. This manager also ensures that resources are appropriately available and deployed effectively from both direct and indirect sources.

  • This manager is the leader in creating a free and open work environment where people's opinions are valued, and contributions are recognized and rewarded. He/she motivates the project teams to commit and to perform to the project goals, objectives, budgets and schedules. This manager takes a leadership role in the training of new project managers and other critical project personnel through both formal training courses and on-the-job training.
  • This manager facilitates the development, communication, implementation, maintenance, and continual use of the project execution plan and ensures the continued management of the execution of work in accordance with the execution plan, the prime contract, and the statement of work, budget, and schedule. He/she is ultimately responsible for the appropriateness and quality of the project deliverables as defined by the expectations of the customer and company management.
  • This manager will develop and implement innovative project management methods and techniques which provide for the cost effective execution of projects in compliance with applicable DOE Orders and Federal, state, and local laws and regulations. He/she will assure that project planning activities thoroughly encompass the site's and the division's mission, the customer's requirements, any budgetary restraints, and the interaction between projects. This manager will ensure that proactive planning occurs to avoid future problems or disruptions to site operations.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

Bachelor of Science degree, mastery of governing DOE Orders with emphasis on DOE project management requirements. Extensive Project related experience with experience managing personnel.

Other Qualifications

Ability to obtain and maintain a Q level security clearance.

Must have a PMP certification and have extensive knowledge in EVMS (Earned Value Management system).

Qualifications We Desire

  • Thorough knowledge of Construction, Engineering, Procurement, Project Controls and other project related activities, including their inter dependencies.
  • Recognized as a leader in Project Management skills, including planning, scheduling, estimating, cost control, risk management, quality management, scope control, human resource management and communication.
  • Must be cognizant of similar programs and projects industry wide (with a special emphasis within the DOE complex), and have the ability to network company and industry resources bringing the best technology and solutions for the customer's benefit.
  • Ability to communicate effectively to both technical and nontechnical audiences, to work interactively with other division management, and to establish and maintain strong and effective customer relations.
  • Ability to build and empower high performance teams that will be proficient in the accomplishment of project scope.
  • Ability to understand the larger picture, set and communicate expectations, goals, and objectives such that successful planning is achievable.
  • Thorough understanding of business processes related to budgeting, negotiating, fee determination, cost performance concepts.
  • Extensive demonstrated experience, mastery level expertise and performance.
