What You'll Do in This Position
Direct the development and maintenance of emergency services programs for the SRS and each major operating division as directed, emergency services programs include the site and facility emergency management programs. The SRS Fire Department, the SRS Fire Protection Systems Test and Maintenance Team and the SRS Operations "911" Center.
Establishes Annual Operating Plan and Five-Year Plan work plans and establish consensus among line and support divisions on program execution, work priorities, budgeting and other resource allocation.
Direct the operation of the SRS Fire Department and SRS Operations Center to include staffing, personnel qualifications, procedures development, professional training, equipment and facilities procurement and maintenance and administrative and support services to ensure adequate response capability in conformance with all site and facility specific requirements.
Direct the test, inspection and maintenance of SRS fire protection systems. Develop procedures and training for test and maintenance personnel including facility approvals. Direct the conduct of fire system tests and maintenance activities in compliance with 2S, Conduct of Operations and ensure that fire protection systems are tested and maintained in accordance with regulatory requirements. Prepare impairment status reports and ensure correction and prompt return to service of impaired fire systems.
Ensures the readiness of the site-level Emergency Response Organization (600 members including senior company and DOE management) and site level emergency response facilities to respond to any emergency situation 24-hours a day. Provide procedures, training, facilities, equipment and program administration.
Ensures the readiness of each operational facility at SRS to respond to potential emergency situations. Directs the preparation of hazards assessments by E&FID, produces procedures and training lesson plans for facility responders, trains and drills facility response personnel and facility general employees on response actions, and performs assessments to ensure programs meet requirements.
Serve as the single point of contact at SRS for emergency management issues to include developing Memorandum of Understanding / Memorandum of Agreement with local government agencies for response coordination. Represent the company to state and local agencies and to government oversight/regulatory agencies for emergency management issues.
Participate in DOE, national and international professional and standard setting organizations as the representative of the company for emergency management and emergency response issues.
Perform collateral duties as a member of the management team on special committees and task teams as assigned.
Security Clearance Information
SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. In-depth knowledge in the establishment and maintenance of emergency management and emergency response programs for DOE nuclear facilities preferred. Experience should include personnel management of small and moderately large organizations (up to 200 personnel), financial management, and work control for maintenance organizations.
Requires in-depth knowledge of DOE, OSHA, NFPA and commercial nuclear standards and requirements for emergency management and emergency response.
Certification or experience in emergency response desirable, including: firefighting, hazardous materials response, rescue, dispatch, emergency medical services and incident command.
