Job Description
Saylor Consulting Group (SCG) has an opportunity for a Contract Change Order Administrator to join our team to support an ongoing contract with our client, Caltrain, for a planned reconstruction effort. The ideal candidate would be located in the San Francisco Bay Area with over 10 years of change order management experience on transit infrastructure projects. Prior experience working with agencies in California is a must, with experience with Caltrain or other Bay Area agencies a plus. Must be willing to work as a W2 employee full-time hours, on-site in San Jose, CA.
Daily Duties
- Ensure that the Construction Contractor is in compliance with the contract document requirements for scope changes, including Notices of Potential Change (NOPCs) and Contract Change Orders (CCOs).
- Process, review, and evaluate NOPC and CCO proposals from the Construction Contractor. Administrator will develop and verify with the Independent Cost Estimates (ICE) and Time Impact Analysis (TIA) against the CCOs and, in coordination with the PCJPB, will be responsible for obtaining final resolution on cost & schedule impacts of the approved change orders.
- Create Change Notice/Order Folders and maintain a Change Notice/Order Log in accordance with the requirements of the PCJPB RE Manual. Change Orders will be forwarded to the PCJPB Construction PM for PCJPB internal routing and approvals.
Minimum Qualifications
- B.S. in Engineering, Construction Management or related field required.
- 10 years of related experience providing construction contract change management services for new transit and civil infrastructure construction projects. Particularly bridges and light rail transit.
- Demonstrated experience providing construction contract change management and contract administration services within the last 15 years for at least two single, completed, and verifiable new transit infrastructure construction projects each valued at $75,000,000 or more.
- Demonstrated knowledge of construction contract requirements and contract change management processes including claims analyses and negotiations, change order cost estimates, time impact analyses, etc.
- At least three years of recent experience using CM software systems.
