General Purpose:
The Assistant Business Administrator provides high level, managerial support to the Business Administrator and provides direction to business office and administrative support staff in the district. This position is responsible for coordinating budget development, monitoring the status of all funds, regular financial reporting, ensuring efficient and effective business processes and procedures, and compliance with all local, state, and federal financial laws and regulations.

POSITION DUTIES AND RESPONSIBILITIES:
Except as specifically noted, the following functions are considered essential to this position:
- Assist in all aspects of budget development including collecting, assembling, and analyzing budget submissions; generating the budget document; and preparing materials for the budget presentation.
- Prepare expenditure reports and related financial analyses and projections for the School Administrative Unit and School Board.
- Monitors expenditures against budget via PO system, assists with forecasting deficiencies, makes recommendations for fund transfers, and processes all journal entries and budget amendments.
- Monitor and manage all special revenue funds including state and federal grants, gifts and donations, student activity funds, and scholarship funds and adhere to all financial accounting and reporting standards.
- Monitor staffing information and associated expenses.
- Monthly verification and submittal of Food Service reimbursement from the AOE.
- Participate in collective bargaining by providing financial, salary, and other analysis to support negotiations.
- Prepare and submit accurate financial reports to the DOE/AOE.
- Reconcile state and federal grant activities including submitting requests for funds, and year end filings.
- Facilitate the external audit process, review and respond to audit findings and management letters and develop corrective action plans if applicable.
- Monitor revenue receipts, ensure all revenues are collected in a timely fashion including tuition billing, and reconcile available resources and expected revenues with the fiscal needs of the school district.
- Develop and implement accounting procedures and best practices that comply with all local, state, and federal requirements.
- Establish and maintain a fixed asset accounting system.
- Maintain district chart of accounts consistent with district needs, and local, state, and federal reporting requirements.
- Manage an effective district wide system of internal controls, accounting, and auditing for all funds including general, special revenue, scholarship, and student activity funds and identify and make recommendations to address weaknesses in internal controls.
- Assist in development and maintenance of business procedure manuals for all school business operations and assist in policy updates/development, as needed.
- Assist building and department administrative staff to ensure compliance with business and financial policies, processes, and procedures.
- Maintain credit/purchasing card practices and procedures.
- Must be familiar with accounts payable and payroll processing in order to provide backup, as needed.
- Perform any other duties or work on other projects as directed by the Business Administrator or the Superintendent of Schools.

MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelors Degree in Business Administration, Accounting, Finance, or Public Administration preferred; Associates Degree may be considered with extensive years of school business management experience.
- Ability and willingness to obtain School Business Administrator certification from NH Association of School Business Officials and/or VT Association of School Business Officials.
- Three to fiveyears of relevant experience in accounting, budget development and financial management, preferably in a school or municipal setting.

- Knowledge of Generally Acceptable Accounting Procedures (GAAP), as well as the requirements of the Governmental Accounting Standards Board (GASB) preferred.
