THE SCHOOL BOARD OF MANATEE COUNTY
Local Title: SPECIALIST, PAYROLL
State Title: Account Clerk/Payroll Clerk
JOB DESCRIPTION
JOB GOAL:
To ensure that School Board employees are paid accurately and on schedule.
QUALIFICATIONS:
- High School Diploma or possession of an acceptable equivalency diploma.
- Minimum of three (3) years experience in accounting practices including one (1) year of experience in complex payroll computations with speed and accuracy.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to communicate effectively. Ability to organize and prioritize. Ability to accurately meet scheduled tasks in a timely manner. Ability to accurately “multi-task” (handle several tasks simultaneously). Knowledge of JDE, Windows, Lotus Notes, First Class and Excel. Ability to use personal computers proficiently. Ability to key data quickly and accurately. Ability to use problem-solving skills. Ability to understand and implement School Board policies and procedures. Ability to schedule time, prioritize and work efficiently. Ability to work effectively as a team member. Ability to be self-motivated and thorough. Ability to compose letters and memoranda. Ability to work extended days to meet scheduled deadlines. Ability to document procedures.

SUPERVISES:

PERFORMANCE RESPONSIBILITIES:
- Assist Payroll Supervisor in preparing and maintaining various payrolls.
- Review payroll documents for accuracy.
- Audit and review attendance documents including timecards. Verify against leave requests in accordance with School Board policies.
- Monitor individual payroll records for accuracy of contract salaries and resolve discrepancies.
- Review substitute timecards against the work calendar, follow coding instructions and prepare to post accordingly.
- Initiate action to void or stop payments on checks and prepare replacement checks as required.
- Maintain sick leave bank on-line and maintain associated records and reports.
- Assist auditors and supervisor in researching payroll data and earnings records.
- Audit payroll entry and error lists against original documents for accuracy.
- Prepare journal entries to reflect payroll coding records and coordinate entries to balance properly with Accounting Department.
- Prepare retirement worksheet, certification of wages and audit the final sick and vacation report.
- Process and maintain Illness-in-the-Line-of-Duty and Worker’s Compensation documents and calculate requests for supplemental sick/Illness-in-the-Line of Duty payments as coordinated with Risk Management.
- Answer telephones, file and type letters in word processing.
- Maintain confidentiality regarding school/workplace matters.
- Meet and deal effectively with the general public, staff members, administrators and other contact persons using tact and good judgment.
- Exhibit interpersonal skills to work as an effective team member.
- Demonstrate initiative in the performance of assigned responsibilities.
- Respond to inquiries and concerns in a timely manner.
- Keep Supervisor informed of potential problems or unusual events.
- Perform other tasks consistent with the goals and objectives of this position.
PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
