RESIDENCY REQUIREMENT :

Residency has been waived for recruitment purposes; however, the individual must become a legal resident of Schuyler or a contiguous county (Chemung, Seneca, Steuben, Tompkins, and Yates) within ninety (90) days of appointment, and maintain residency throughout employment.

SALARY :

$60,060 67,567 dependent on experience with which includes : NYS Retirement; Health Insurance; option for Deferred Compensation, paid sick, personal, holiday, and vacation time.

VACANCY :

There will be one full time opening shared between the Schuyler County Planning Department and Real Property Tax Services Department effective January 1, 2025.

The person hired will need to take the Civil Service exam at a later date and be reachable on the list to gain permanency in the position.

JOB DESCRIPTION :

This position is responsible for specialized technical and professional work of a complex nature requiring responsibility for coordinating a comprehensive Geographic Information System (GIS) program.

The work delegated to employees in this class consists of professional assignments in keeping with the job level as well as the limited experience required of the incumbents.

Within this job concept, however, assignments may increase in complexity and responsibility as employees increase in professional competence.

The position will require attendance at night meetings. The work is performed under the general supervision of the Planning Director and / or Director of Real Property Tax Services.

Shared position between Planning Department and Real Property Tax Services Department

TYPICAL WORK ACTIVITIES :

  • Designs, develops, and maintains the County’s GIS repository of data and related metadata;
  • Plots and maps changes in tax map property lines from deeds, wills, court petitions, foreclosures, highway appropriations, surveys, and subdivision maps filed in the County Clerk's Office, maintains tax maps, records, and files for Real Property Director;
  • Performs data collection, data entry, and data analysis of geographic and other materials as required;
  • Assists with grant writing and reporting for the Planning department;
  • Assists in the resolution of complex parcel boundary anomalies and corresponding data with local assessors, attorneys, and real estate professionals;
  • Prepares a variety of analytical and mapping products related to various County projects such as tax map data, parcel
  • boundary-dependent data, census data and address points, and various thematic maps;
  • Responds to County departments requests and public requests for digital data and hard copy and digital map products, and the production of custom maps and databases;
  • Meets with department managers to discuss details and progress relative to the work performed.

MINIMUM QUALIFICATIONS : Either :

  • Possession of a Bachelor’s degree in geographic information systems, geography, or a closely related field (which included GIS coursework) and two (2) years of experience designing, creating, and updating maps based upon digital and non-digital data; or
  • Possession of an Associate’s degree in geographic information systems, geography, or a closely related field and three (3) years of experience designing, creating, and updating maps based upon digital and non-digital data; or
  • An equivalent combination of training and experience as defined by the limits of (A) and (B).
