The Purchasing Department Manager will be responsible for strategic supplier sourcing, contract negotiation, procurement process optimization, and ensuring on-time delivery while maintaining quality standards.

The Purchasing Department Manager will be responsible for strategic supplier sourcing, contract negotiation, procurement process optimization, and ensuring on-time delivery while maintaining quality standards.
Key Responsibilities:
1. Supplier Sourcing & Local Supplier Pool Development
- Proactively identify, evaluate, and establish a reliable and competitive local supplier network to enhance cost efficiency, lead times, and supply chain resilience.
- Conduct market research and supplier benchmarking to expand the supplier base and reduce dependence on a limited number of vendors.
- Develop localized sourcing strategies to minimize logistics costs, reduce supply chain risks, and enhance responsiveness to production needs.
- Establish a structured supplier qualification and onboarding process, ensuring all vendors meet company standards for quality, compliance, and pricing.
- Foster long-term relationships with strategic suppliers while continuously assessing and optimizing supplier performance.
2. Policy & Process Development
- Develop, implement, and continuously refine purchasing policies and procedures to align with business objectives.
- Ensure procurement operations adhere to industry best practices, compliance requirements, and cost-control strategies.
3. RFQ & Procurement Standardization
- Standardize and optimize the Request for Quotation (RFQ) process to enhance clarity, consistency, and efficiency across all procurement activities.
- Ensure supplier bids are evaluated based on technical capability, pricing, and reliability to support cost-effective decision-making.
4. Supplier Management & Development
- Establish and maintain a comprehensive supplier management system, including a supplier database, qualification processes, and performance evaluation metrics.
- Implement supplier risk assessment and contingency plans to mitigate potential supply chain disruptions.
- Develop strategies for dual-sourcing and supplier diversification to enhance supply chain flexibility.
5. Strategic Negotiation & Cost Optimization
- Lead negotiations with suppliers to secure the most competitive pricing and favorable contract terms.
- Develop and implement cost-reduction initiatives while maintaining high product quality and supplier reliability.
- Ensure all vendors meet qualification and compliance standards for goods, materials, and services.
6. Commercial Terms & Contract Compliance
- Regularly review Purchase Orders (P.O.) and supplier agreements to ensure compliance with contractual obligations and safeguard company interests.
- Collaborate with legal and finance teams to assess risks, negotiate payment terms, and ensure contract accuracy.
7. Project Collaboration & Procurement Planning
- Work closely with project teams, sales, and design teams (headquartered in China) to align purchasing strategies with project requirements.
- Support the bid proposal phase by gathering and providing accurate budgetary pricing information from suppliers/vendors.
- Collaborate with the Project Engineering team to develop the most optimal procurement solutions for both SCIVIC and its customers.
- Create and manage detailed purchasing schedules to ensure seamless alignment with project timelines.
8. Continuous Improvement & Performance Optimization
- Identify opportunities for process improvement in procurement and supplier management to enhance efficiency.
- Utilize data-driven decision-making to optimize purchasing strategies and drive cost savings.
- Develop KPIs and supplier scorecards to measure and enhance supplier performance.
9. Additional Duties
- Perform other responsibilities as assigned, ensuring procurement functions align with overall business goals.
Qualifications:
Education:
Bachelor's Degree in Supply Chain Management, Engineering, Business Administration, or a related field.
Experience:
Minimum 5 years of proven experience in a purchasing or procurement role, preferably in the automotive engineering or manufacturing industry.
Experience in strategic sourcing, supplier negotiations, and contract management.
Demonstrated ability to drive cost-saving initiatives while maintaining quality and supplier relationships.
Skills:
Strong negotiation, communication, and team management skills.
Proficiency in supplier management systems and procurement best practices.
Ability to thrive in a fast-paced environment and manage multiple priorities effectively.
Experience in developing and managing procurement database management systems.
Experience in global sourcing, import/export regulations, and supply chain logistics.
