Organization: The Industrial Development Authority of the City of Scottsdale (“Scottsdale IDA”)

Location: Scottsdale, Arizona

Reports To: President, Board of Directors

About Scottsdale IDA:

Scottsdale IDA, established in 1984, is committed to expanding economic development and business enterprise for Scottsdale, Arizona. The primary mission of Scottsdale IDA is to promote the retention, expansion and attraction of businesses and commercial enterprises in Scottsdale and to expand employment opportunities. We promote the construction, improvement and equipping of residential real property, with a focus on supporting affordable, workforce and attainable multifamily housing projects (especially those utilizing LIHTC and similar funding sources), and strive to create an improved standard of living, increased prosperity, and improved health for all residents of the City. Scottsdale IDA also supports community programs that enhance the Scottsdale through our Community Grant Program.

Scottsdale IDA has issued over $660 million in bond financing since January 1, 2000, including financing for $2.5 million of bond financing to the Foundation for Senior Living for the construction of a new administrative headquarters building, $20.5 million of bond financing to The Roman Catholic Church of the Diocese of Phoenix for the acquisition and construction of Notre Dame High School , and $100 million of bond financing to Scottsdale Healthcare Hospitals for the acquisition and construction of its health care facilities.

Scottsdale IDA played a key role in the City’s COVID Pandemic response, including administering a Small Business Reimbursement Program that provided over $600,000 of financial assistance to nearly 200 businesses located in the City of Scottsdale for reimbursement of costs associated with supplies and equipment related to increased COVID-19 protection. Scottsdale IDA also partnered with the City and local nonprofit groups on the Scottsdale Small Business Stewards grant program, which provided $200,000 in recoverable grants to local businesses in the food and beverage, tourism, and healthcare sectors, which were especially hard hit by the pandemic.

Position Summary:

The Executive Director is the chief executive officer of Scottsdale IDA, responsible for the overall leadership, management, and strategic direction of the organization. This position requires a dynamic and results-oriented leader with a proven track record of success in economic development, business and/or housing development, and community engagement. The position is currently part-time performed under contract. We anticipate a transition from contract to full-time employment based on organizational growth and funding. Significant in-person interaction anticipated with City of Scottsdale elected leadership and staff, neighborhood representatives, and other key influencers and decision-makers. Thus, candidates must reside in Scottsdale, AZ or the Greater Phoenix, AZ Area.

Key Responsibilities:

Leadership & Management:

  • Provide strategic leadership and vision for the organization, aligning with the goals and objectives of the governing board.
  • Oversee all aspects of the organization's operations, including finance, human resources, program development, and project implementation.
  • Build and maintain strong relationships with key stakeholders, including elected officials, community leaders, businesses, and economic and/or housing development partners.
  • Represent the organization at various public forums, conferences, and community events.

Economic Development:

  • Lead business recruitment and retention efforts, including identifying and pursuing target industries and companies.
  • Develop and implement strategies to attract and retain existing businesses within the region.

Housing Development:

  • Lead efforts to acquire or assemble land parcels to create sites suitable for housing development.
  • Lead discussions with other City authorities to coordinate housing development efforts and leverage resources.
  • Pursue public-private partnerships to attract private investment in housing projects and leverage conduit bond issuance capacity.

Project Development & Implementation:

  • Oversee the development and implementation of economic and/or development projects, including infrastructure improvements, site development, and workforce training initiatives.
  • Manage project budgets, timelines, and deliverables.
  • Secure funding for economic development projects through various sources, including grants, loans, and public-private partnerships.

Community Engagement:

  • Build and maintain strong relationships with the community, including residents, businesses, community organizations, and for- and nonprofit housing development partners.
  • Communicate effectively with the public on economic development issues and initiatives.
  • Advocate for policies that support economic growth, housing construction and job creation.

Financial Management:

  • Oversee the organization's financial operations, including budgeting, financial reporting, and grant administration.
  • Ensure the financial stability and sustainability of the organization.

Required Qualifications:

  • Bachelor’s or Master's Degree in Business Administration, Economics, Public Administration, or a related field.
  • Minimum of three years of professional experience in economic development, business development, housing development, municipal government, or a related field.
  • Proven track record of success in leading and managing complex projects and organizations.
  • Strong understanding of economic development and/or housing development principles and best practices.
  • Knowledge of local, state, and federal economic development and/or housing development programs.

Preferred Qualifications:

  • Experience working with an Industrial Development Authority or similar economic development organization.
  • Knowledge of real estate development (primarily multifamily projects) and finance (LIHTC funding experience a plus).
  • Experience in community engagement and outreach.
  • Experience in grant writing and funding acquisition.
  • Experience with data analysis and economic modeling.
  • Experience sourcing and overseeing consultants, legal counsel, financial advisors.
