Job Description
General Purpose: The Manager, Technical Leads is responsible for management of people, process and tools for the Technical Lead Group. This role provides oversight and guidance to programs directly by ensuring technical development of hardware functions are within scope of customer expectations. This can include definition of ConOps and Systems Design, Module/FPGA/ASIC/SW/Test Equipment Bring up in the Lab, and product integration into customers’ systems. This management position is considered part of a leadership team. The technical lead manager will provide support resources commensurate with cost, schedule, and technical execution of individual programs with input from Product Line VPs, Program Management, Technical Leadership, and Portfolio Chief Engineer. The Manager is also responsible for the acquisition of talent and/or implementation of training programs when sufficient resources are not available to meet program demands. The Manager will evaluate the overall performance of the technical lead group related to program execution and will implement communication channels for technical guidance. The Manager is responsible for the annual performance reviews of Technical Lead Engineers. This is a full-time exempt position in which the work is performed under limited supervision by the Director, Systems Engineering, and is evaluated on results obtained.
Candidate for this position should have a fundamental knowledge of digital design utilizing microprocessors, ASICs, FPGAs, and various memory technologies. Responsible for working with Technical Leads to guide them in developing new architectures and refining existing architectures; developing requirements and technical interfaces with customers. Ability to perform detailed review of other engineer's designs. The ideal candidate should have a solid working knowledge of SEAKR’s development processes and should support technical leads with areas of development to focus on as they guide design teams from initial specification all the way through to delivery involving hardware board level design, FPGA design and implementation, simulation, software design, mechanical design, analysis, and test. The manager will guide technical leads as their support continues through checkout and validation in a lab environment, working through full system integration and environmental testing.
Compensation: Base pay range is $140,000 - $200,000 per hour depending on qualifications. SEAKR has very rich medical, dental and vision insurance plans, along with a generous 401(k) retirement plan. In addition to base salary, employees are eligible for a year-end bonus. SEAKR offers a variety of paid leave, such as vacation, sick, bereavement, and FMLA. There is potential for a remote hybrid work schedule once training is complete.

- Experience providing successful Technical Leadership of a minimum of two development programs.
- Provide direction for the Technical Lead department.
- Participate in selective design reviews to support projects.
- Participate in selective design or analysis activities to support projects.
- Participate in proposal work with the Business Capture group.
- Establish and maintain open communication with all Technical Leads including periodic group and individual meetings.
- Organize and execute Technical Lead recognition events.
- Review program staffing with PMs and Program VPs to ensure adequate personnel and skill mix are present.
- Resolve staffing conflicts between programs.
- Technical Lead staff resource assignment and management which includes performance management, reviews and performance review process; hiring, promotion recommendations, firing, disciplinary actions, new employee orientation, position descriptions, timecards.
- Training – plan and organize training for the Technical Lead Engineering.
- Oversees technical capability and performance of the Technical Lead group.
- Mentor Technical Leads in all aspects of Technical Leadership – primary focus areas on a project, prioritization of tasks, participation in design reviews, continuous communication with all members of the design team, resolving competing ideas, leading integration and test, leading environmental testing, etc.
- Develop annual performance appraisals for members of the Technical Lead Program Group.
- Identify, document, and maintain Technical Lead processes that can increase efficiencies and/or decrease design defects. This shall be accomplished through the implementation of SEPs and SEWIs pertaining to the Systems organization.
- Provide technical guidance to members of the Technical Lead Group defining standards, recommending various training opportunities, and ensuring the quality of the work produced.
- Clear written and verbal communication skills.
- There can be limited local travel.
- Extensive knowledge of circuit design and signal integrity is expected.
- Has led module debug and integration of module into system.
- Familiar with environmental test methods and flow.
- Understands and has performed worst case analysis.
- Ability to effectively drive direction and process for a group of engineering leaders.
- Ability to multi-task and manage wide range of issues from personnel to technical.
- Ability to work effectively under pressure to meet tight deadlines.
- Ability to provide leadership and support to less experienced engineers.
- Experience with digital and/or RF electronics design, schematic capture, FPGA design, embedded system design, single board computers, or embedded software design is desired.
- A Bachelor's degree in Electrical Engineering is required; Master's degree preferred.
- Must have 10 years of design experience.
- Plans, organizes and oversees the work of the Technical Lead Engineers.
- Reviews and evaluates performance, recommending salary increases and/or disciplinary action for direct reports.
- Responsible for ensuring all department personnel are properly trained to perform their assigned duties.
