The position: We are seeking to fill a payroll accountant position. Under the general direction of the Payroll Manager, maintain primary responsibility for at least five of the representative duties and backup for the remaining duties. Analyze and assist with all aspects of the agency-wide annual payroll in compliance with all SHA policies and regulatory guidelines. Provide confidential payroll-related customer service and information to internal and external customers.  In addition, provide confidential payroll systems analysis, support, and maintenance of the Kronos Time and Attendance System (TAS).   • Analyze and assist in processing bi-weekly and special payrolls, assuring compliance with SHA policies and procedures, federal and state laws, and collective bargaining agreements as they relate to payroll administration. Monitor the time and attendance system to ensure that all payroll charges are posted to appropriate general ledger accounts, and in accordance with budgeted labor distribution accounts. Respond to payroll-related information requests from internal and external customers.
  • Provide support for payroll system & Kronos, including, but not limited to, researching and resolving problems, unexpected results or process flaws; perform scheduled activities; may recommend solutions or alternate methods to meet requirements. Serve as the SHA Payroll lead for the Kronos TAS. Responsible for analyzing and conducting bi-weekly timecard audits to ensure compliance with all applicable policies and regulations. 
  • Develop user procedures, guidelines, and documentation. Train clients on new processes/functionality. Train new system users. Serve as the agency's primary Kronos/payroll trainer by developing and conducting Kronos/payroll training, which includes one-on-one new manager trainings, monthly New Employee Orientations, and departmental trainings.
  • Measure, and continue to improvement service delivery to assist in attaining the unit/program/department initiatives and goals, agency core strategies, and mission through a spirit of service, teamwork and respect. Work respectfully and courteously with other employees, residents and the general public. Follow direction and work well under pressure. 

Your work includes making decisions involving interpretation or exercising independent judgment within the framework of established policy, procedures, and laws. Performance of the duties requires the application of Generally Accepted Accounting Principles; Accounting Standards skills; and the exercise of initiative, tact, diplomacy, and teamwork. The position requires competency in working with electronic software as well as the full suite of Microsoft Office products.

Education and Experience: 
Education
 

  • Bachelor's degree in Accounting or Business Administration required.
  • Four additional years of directly relevant experience may be considered in lieu of the required degree.
  • Fundamental Payroll Certification (FPC) desirable, but not required.

Experience

  • At least two years’ experience in an automated payroll environment.
  • Experience using JDE/PeopleSoft HRIS/Payroll, and Kronos Workforce Central systems preferred.

What will you do?

Payroll Processing: 

  • Analyze and assist in processing bi-weekly and special payrolls, assuring compliance with SHA policies and procedures, federal and state laws, and collective bargaining agreements as they relate to payroll administration.
  • Reconcile payroll records and maintain payroll files; prepare general ledger account analysis; review, analyze, research and correct payroll information as needed.
  • Monitor time and attendance system to ensure that all payroll charges are posted to appropriate general ledger accounts, and in accordance with budgeted labor distribution accounts.
  • Garnishments, child support and tax levy payments.
  • Ensure that accruals for annual leave, sick leave, personal holiday, anniversary leave, compensatory time, Labor & Industries buy-back time, and other leaves are properly calculated and credited; adjust for year-end roll-overs, manual new-hire postings, terminations, and cash-outs.
  • Analyze and assist in the annual COLA and other pay adjustments for union and non-represented employees; calculate and process retroactive pay adjustments and benefits one-time-override deductions and payments; process payroll system adjustments to implement changes in union contracts in wages, dues and benefits.
  • Analyze and assist in transactions related to FMLA, Labor and Industries, L&I buy-back time, and voluntary leave transfer programs.
  • Respond to payroll-related information requests from internal and external customers.

Kronos/Payroll System Support: 

  • Provide support for payroll system & Kronos including, but not limited to, researching and resolving problems, unexpected results or process flaws; perform scheduled activities; may recommend solutions or alternate methods to meet requirements. Serve as the SHA Payroll lead for the Kronos TAS. E
  • Responsible for analyzing and conducting bi-weekly timecards audits to ensure compliance with all applicable policies and regulations.
  • Coordinate with IT and HR for set-up and configuration of new employees and supervisors into Kronos time and attendance system (TAS), and enter data updates as necessary.
  • Coordinate with managers and HR staff to process historical edits to correct discrepancies.
  • Serve as technical liaison and trouble-shooter for timecard related discrepancies identified by HR, managers, timekeepers and employees agency-wide.
  • Provide daily support to end users, and establish/maintain strong partnership with management and timekeepers.
  • Coordinate with IT and HR for configuration and updates for Kronos TAS and related technical expertise and maintenance.
  • Handle and process confidential and sensitive issues related to payroll and Kronos systems including, but not limited to, Leave Without Pay (LWOP), disciplinary actions that affect compensation, FLMA issues and salary adjustment issues.
  • Assist in the review, testing and implementation of payroll system upgrades. Collaborate with functional and technical staff to coordinate application of upgrade or fix. Document process and results.

Payroll System Configuration: 

  • Participate and/or assist with initial and periodic system configuration of the payroll modules of the Human Resource Information System (HRIS) and the payroll modules of the time and attendance system (TAS). Analyze payroll system interfaces and data flow between internal and external payroll data transfers to the bank, retirement systems, IRS and others; ensure that interfaces are working properly, and make corrections when necessary.
  • Assist in configuring benefits deductions and accruals in HRIS in conjunction with HR staff.
  • May review and assist with HR staff when implementing bargaining unit provisions affecting pay rates, premium rates, overtime eligibility, and COLA adjustments.
  • Coordinate auditing of timecards to ensure compliance with applicable SHA pay policies and procedures; assist in bi-weekly data uploads; analyze, update and maintain payroll settings and data integrity to keep payroll system synchronized with TAS.
  • Participate in extensive testing and evaluation of payroll system upgrades and conversions in close coordination with Accounting, Budgets, IT, Human Resources, software consultants, and vendors to troubleshoot and resolve any payroll configuration problems.

Training: 

  • Develop user procedures, guidelines and documentation. Train clients on new processes/functionality. Train new system users. E
  • Serve as the agency's primary Kronos/payroll trainer by developing and conducting Kronos/payroll training which includes one-on-one new manager trainings, monthly New Employee Orientations, and departmental trainings.
  • Update and maintain changes in the employee Kronos manuals and provide applicable training for all staff as a result of policy changes and or system upgrades.

Payroll Reporting:  

  • May coordinate payroll reporting to tax authorities, unions and regulatory agencies including quarterly 941 reporting, unemployment, Labor and Industries, and year-end W-2 reporting.
  • May assist in the bi-weekly reporting transmissions for three retirement plans under the Public Employee Retirement System (PERS) to the Department of Retirement Systems (DRS) and ensure compliance with plan requirement.
  • May analyze, prepare, research, and compile data to produce final compensation reports to be submitted to DRS for retirement distributions.
  • Respond to payroll-related data requests, and surveys from customers and authorized agencies.

Payroll Tax Administration:  

  • Research, interpret and administer compliance with State and federal taxation regulations.
  • Analyze and reconcile W-2 reports; update and correct information and category coding as necessary.
  • Troubleshoot and correct tax and benefits deduction information.
  • Participate in the development and implementation of payroll policies and procedures.

Audits and Regulatory Reporting:  

  • Research and assist to prepare payroll audit materials and reports for the Authority's external auditors for the annual financial report, federal and State authorities, trade unions, medical and other benefits entities.
  • Research and analyze payroll records in response to inquiries from senior management, regulatory agencies, unions, SHA departments; respond to various inquiries from SHA management and employees. Coordinate with various union staff to adopt changes to wages, pension and dues amounts.
  • May respond to auditors and external regulatory authorities on pay and benefit matters.
  • May assist in preparing payroll narrative for inclusion in the Consolidated Annual Financial Report (CAFR), and other payroll related reports.
  • May create and analyze ad-hoc payroll reports and extracts using HRIS report writer, Access, and Excel as required; make system and data corrections when necessary.
