Position Description

Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. We invest in programs that help people gain independence and success.

We are looking for a Senior Project Funding and Agreements Coordinator to join our team and help us select and manage a portfolio of new capital facility projects. In coordination with senior staff, these positions will manage all or a portion of the phases of project implementation: the Request for Proposal process, selection of recipients of funds, process, through initial negotiation of contracts, monitoring funding and performance under contract, to close out of the project. You will engage with other City departments, potential contractors, and financial partners on these projects. Projects will fund various capital activities related to the development of community facilities such as childcare centers, clinics, shelters, food banks and more. These interesting and complex deals can involve both local and federal funds such as the City’s Community Development Block Grant (CDBG) entitlement.

Job Responsibilities

Plan, coordinate and administer activities associated with capital improvements including:

  • Conduct outreach to agencies (e.g., non-profit or family childcare providers) about capital improvement funding programs
  • Provide technical assistance to agencies with limited knowledge of what is involved in facility improvements
  • Negotiate capital project (improvements or new facility development) scopes of work
  • Draft, negotiate and route contracts and real estate documents to completion.
  • Problem solves with agencies throughout implementation of project contract activities
  • Liaison and/or direct action with architectural or development services that may be engaged to ensure timely completion of projects
  • Reviewing, processing, and approving monthly invoices from project agencies
  • Recommend response to issues that may arise in completion of project under time sensitive deadlines.
  • Review, activity scope and proposed budgets to ensure compliance with federal, state, and local regulations, guidance, and policies
  • Assist in compiling information necessary for required reports (e.g., Continuing Use federal grant reporting requirements)
  • Other duties as assigned

Qualifications

Minimum Qualifications:

Education: A Bachelors Degree in business or public administration, finance, economics or other related field

Experience: 3 years of professional experience in financial analysis, project management, grant administration, inter-agency agreements, contract administration or related work

Any combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class will also be acceptable.

Desired Qualifications

  • 3 years managing Capital Project funding agreements from award to closing, or equivalent relevant experience
  • Knowledge of Real Estate and construction terminology and practices
  • Ability to understand real estate and community development financing involving both public and private funding sources
  • Ability to negotiate and structure a real estate-secured loan involving multiple lenders in a community development context
  • 2 years' experience working with Federal Department of Housing and Urban Development (HUD) rules and regulations, particularly CDBG
  • A work ethic of continuous process improvement, always looking for ways of making practices better for all stakeholders
  • Experience and/or a desire to work in the public sector
  • Commitment to the City of Seattle Race and Social Justice Initiative
  • Skill in effectively organizing multiple assignments, sometimes of a difficult nature or involving competing priorities, to produce work products that are accurate, thorough, and on time
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts
  • Ability to look beyond the obvious to solve difficult problems and knows when to escalate

Additional Information

The full salary range for this position is: $48.44 - $56.39 Hourly
