What are the responsibilities and job description for the Accounting Analyst III position at Seattle Public Schools?

Conducts advanced level professional accounting analyses and assessments related to the capital project and general funds and complex master data management and payroll accounting. Audits general fund fiscal systems. Develops financial reports and reporting practices. Authenticates fiscal data, and perform data extract and analysis, as needed.

  • Conducts General Fund or Capital Project Fund accounting, Master Data management, and Payroll Accounting, as assigned.
  • Prepares monthly journal vouchers and reconcile accounts.
  • Compiles monthly and quarterly financial statements.
  • Researches and analyze related issues.
  • Designs and maintains database for General fund, Capital Project and System controls.
  • Oversees SAP HR/Payroll accounting system and Financial and other systems used by Accounting Department, for system operations, integration and transmission, as assigned.  
  • Acts as liaison with HR, Payroll and Department Of Technology Services(DoTs) in payroll posting and other related operation issues.
  • Oversees the financial system’s master data, ensuring it is in compliance with SAP system requirements, and district data structure approach and policy.  This requires an intimate knowledge of both FI and FM systems, and in the interplay and setup of Funds, Cost and Fund centers, and new G/L and commitment items.
  • Develops reports and statements to meet state audit standards and to provide accounting information needed for management decision-making.
  • Initiates changes in reporting procedures in order to accommodate changing informational needs.

  • Balances external financial data and general fund and Capital Projects Fund posting, as assigned.
  • Audits computer input and output for accuracy and compatibility with external financial sources.
  • Develops balancing procedures for payroll, vendor payments, cash receipting and disbursement, revenue, revenue accruals, and expenditure accruals.
  • Works with DOTS and other relevant departments to develop test plans for regular, mandated SAP upgrades and enhancements to systems, and special requested changes, and ensures correct system results are attained.
  • Recommends accounting cycle procedural, documentation and reporting improvements.

  • Ensures that accounting procedures and practices for the District general and capital funds conform with current accepted accounting principles for government agencies and that they comply with state and federal requirements.
  • Researches, analyzes, interprets and applies promulgations of public and government accounting organizations. 
  • Provides consultation and assistance to District staff regarding Generally Accepted Accounting Principles and accounting practices and concepts to assist staff in implementing administrative directives or changes.

  • Responds to state audit staff inquiries and actions.
  • Coordinates reporting functions with state audit staff, King County Finance Office, SPI finance and accounting staff, school business-related organizations, and other District organizational units. 
  • Conducts internal audits.

  • Assists Accounting Section staff to resolve financial reporting problems, as appropriate.
  • Designs and maintain database for unclaimed property, cash office.
  • Develops and prepares ad hoc reports, extracts and data, as required or requested. 
  • Supervises assigned staff per project(s).
  • Assigns and reviews work.
  • Recommends hiring, discipline, or change in assignment.
  • Evaluates staff.
  • Ensures adequate training and cross-training.

OTHER FUNCTIONS:.
  • Develops system queries in SAP. In FI reporting and in HR's payroll reporting.
  • Designs, develops and maintains Access databases to assist with accounting operations and reporting.
  • Assists supervisor with various tasks.
  • May perform related duties consistent with the scope and intent of the position.

EXPERIENCE/EDUCATION:

A typical way to obtain the knowledge and abilities would be:
 
Four (4) years of professional-level accounting experience; Bachelor's degree in Accounting, Business Administration, or a closely related field; Master degree preferred; Master's degree in accounting, business administration or a closely related field may substitute for two (2) years of the required experience; additional qualifying work experience may substitute for up to two (2) years of the education requirement, providing that 30 quarter hours of college-level accounting has been completed; or an equivalent combination of education and experience.
 
Any equivalent combination of education, experience and training that provides the relevant knowledge, skills and abilities to perform the work will be considered.
